The Federation of Car Owners of Russia (FAR) is seeking to bring to justice the man who beat one of the activists of this social movement. This happened on Kutuzovsky Prospekt right in front of the traffic cops. An assistant to a member of the Federation Council was involved in the attack, they say in the FAR.

The injured FAR activist Andrei Orel went to the emergency room, where he was diagnosed with a concussion and damage to the soft tissues of his face, Interfax reports with reference to the head of the FAR, Sergei Kanaev.

According to him, on Tuesday the journalist of the video channel "In the light of the FAR" Andrei Orel filmed the work of traffic police officers at the intersection of Kutuzovsky Prospekt with Rublevsky Highway. At this point, drivers of VIP cars often use the median to pass through the traffic jam.

Next to the FAR activists, traffic police inspectors worked. They stopped another intruder in a Mercedes car. After that, a passenger got out of the passenger compartment of the foreign car, presenting some kind of certificate.

"Nevertheless, the policeman began to draw up a protocol, and Andrey Orel began to film the traffic flow. At that moment, another man got out of the car, attacked Andrey, knocked out the phone and inflicted several strong blows to the head," Sergey Kanaev said.

He claims that traffic police officers did not respond to the activist's requests to intervene in the situation.

"We demanded to detain the car, because we intended to fix the injuries and file a complaint about the attack with the police. After that, the traffic inspectors escorted the car to the Fili-Davydkovo police department," the FAR leader said.

Then, according to Kanaev, the victim arrived at the same police station, where he wrote a statement demanding that the offender be held accountable and learned that a counter-statement had been written against him from this citizen. It claimed that Andrei allegedly provoked the man to attack.

Later, the activists learned that a member of the Federation Council was following in the stopped car as a passenger, and the one who attacked Andrei Orel was his assistant.

Interfax also cites a comment by an anonymous knowledgeable source. He claims that "in the course of drawing up the protocol, the activist approached the car and tried to film the guarded person inside." Then the bodyguard of the senator, stopping the actions of the operator, used physical force.

The source also noted that Orel's doctors recorded only a bruised cheek.

Meanwhile, the leadership of the FAR insists on bringing to justice the traffic police officers who did not take measures to protect the journalist from physical violence.

According to Sergey Kanaev, the FAR has incidents.

We add that the Internet channel "In the light of the FAR", for which the report was filmed on Kutuzovsky Prospekt, is open on the Youtube portal. There, activists regularly post videos of traffic violations by motorists. At the same time, operators often hear threats addressed to them.

[autofed.ru, 07/15/2015, "Unlimited member of the Federation Council": On July 14, 2015, at the intersection of Rublyovka and Kutuzovsky Prospekt, a traffic police inspector was stopped (for traffic violations) on the median strip by a car in which Arsen Kanokov, the former head of the KBR, was and now a member of the Federation Council. He and his bodyguard did not like the attention to this event from Andrei Orel, who monitored the work of the traffic police there. The guard or Kanokov's assistant even attacked Andrey twice. At first he wanted to snatch the camera, and then, after a short telephone conversation, he attacked with his fists, inflicting at least three blows to the head with his hands, and one kick to the body. Such unlawful behavior took place in front of the police officers, who were in no hurry to intervene in the beating (they are already being checked by an internal check). The security guard who was brought to the police wrote a counter statement against Orel, indicating that “he provoked by filming). And a little later, and completely accusing him of trying to get into a car with a “protected person”, Such a lie on the part of Kanokov and his guards, hooligan actions, caused minor bodily harm, as well as property damage, give every reason to initiate a criminal case under several articles . What do we know about the biography of Arsen Kanokov

The fire at the Sindika construction market, which we mentioned earlier, completely destroyed one of the main assets of Arsen Kanokov, a businessman who is also a representative of the parliament of the Kabardino-Balkarian Republic in the Federation Council. The facility, worth $100 million, was opened after a major renovation in 2014 and added to the list of assets of the Sindika holding company, which owns several multifunctional shopping centers and banks, and is also widely represented in the investment market and in the metropolitan construction industry.

The latest high-profile news about the owner of the holding, Kanokov, is dated December 2016, when the Interregional Clearing Bank owned by him lost its license. The institution was forcibly removed from the banking services market for failure to comply with the provisions of regulations aimed at countering the legalization (laundering) of proceeds from crime and the financing of terrorism. Before that, the businessman’s biography was continually replenished with other, no less striking facts, which today can help to imagine the size of Kanokov’s figure and assess the scale of his activities.

Kanokov Arsen Bashirovich, born in 1957, Kabardian, started doing business back in 1987, when he registered the Kodeks trade and purchasing cooperative. After 4 years, he also founded Sindika, which today owns numerous shopping centers, markets, hotels and sanatoriums. Most of these objects are located in Moscow, while Kanokov himself in 2005-2013. Acting Head of the Kabardino-Balkarian Republic. It was during this period that the senator entered the Russian billionaires, with a fortune of $ 0.6 billion, taking 179th place in it.

It is obvious that the rapid growth of Kanokov's fortune fell on the years of his presidency. The logical question of whether it actually turned a “successful entrepreneur” into an oligarch was studied in detail in his journalist Vitaly Alin. The author of the publication claims that under Kanokov, the situation in the region worsened at the rate at which the businessman's capital increased. At the same time, the activities of the local Wahhabi underground in no way intersected with the economic activities of the head of the KBR, while he himself was also in no hurry to declare war on the bandits.

According to the journalist, in 2006, specialists from the Federal Financial Monitoring Service revealed numerous facts of dubious financial transactions performed by the Astey and Maxi Kvadrat structures controlled by Kanokov. At the same time, the leaders of these companies began to be suspected of financing terrorism. The case quickly died down, as the then Minister of Internal Affairs of the KBR, Khachim Shogenov, had to leave his post, who, by the way, was later assassinated several times. One of them led to the death of several police officers guarding the former minister.

Vitaly Alin also draws the reader's attention to Kanokov's activities related to the production of counterfeit alcohol. Today, Kabardino-Balkaria still has the unspoken status of the main supplier of counterfeit alcohol in the country, as numerous clandestine factories continue to operate on its territory, producing not only a substitute, but also alcohol, the so-called "third shift" (volumes exceeding the established quotas). The journalist recalls the resonant murder of the second person in the Kabardian vodka hierarchy and part-time local regional head. The author calls Kanokova the first person in the vodka market. What is this - internal disassembly, redistribution of spheres of influence?

Another interesting detail, given by the journalist and explaining the scale of the work of the alcohol mafia during the presidency of Arsen Kanokov, is related to the volume of purchases of brands for the production of alcoholic beverages: in 2008, 387 million of them were purchased, which is equivalent to 12 billion rubles. excise payments. It is also known that the budget received only 750 million rubles ...

The biography of Arsen Kanokov is still being written, because neither the closure of "unprofitable" money laundering banks, nor even the destruction of the market worth $100 million can shake the solid financial foundation that the former senator built under his structures for many years. Even the burned-out Sindika construction market will not be that loss, because of which it is worth cursing fate or competitors: the object was owned by VTB Insurance for 4.2 billion rubles.

Dmitry Kholod

The market was insured for 4 billion rubles, so experts do not exclude that the fire was deliberate - in order to receive payments.

The State Fire Supervision Authority is studying the version of arson at Sindik and does not exclude the scenario of insurance fraud. The shopping center was insured by VTB Insurance for 4.2 billion rubles. The insurance contract includes the risks of loss, destruction and damage to the property of the insured, including in case of fire. The market is run by several companies associated with the family of the former head of Kabardino-Balkaria and current senator Arsen Kanokov. According to Life, his companies took out large loans from banks.

Fire inspectors are now working on the remains of the Sindika construction market in the northwest of the capital, collecting material samples and interviewing witnesses. It is not yet clear where exactly the fire was located. If, according to their results, it turns out that it was a deliberate arson, the Ministry of Emergency Situations will transfer the documents to the Investigative Committee or the Ministry of Internal Affairs to resolve the issue of initiating a criminal case.

The results of the fire-technical examination will be ready in two weeks or a little earlier, - a source in the Moscow Emergencies Ministry told Life.

Meanwhile, the Ministry of Internal Affairs has already begun a pre-investigation check on the fact of causing harm to people's health. Three workers, who were near the fire, received injuries of varying severity. If the police find signs of negligence, they will initiate a criminal case.

The shopping center of building materials "Sindika", in which a major fire occurred on October 8, was insured in "VTB-insurance" for 4.2 billion rubles. According to insurers, the insurance contract includes the risks of loss, destruction and damage to property, including in case of fire.

To decide on payment, it is necessary to find out the causes of the fire and compare them with the terms of the contract. The payment can be made after the examination, which can take from three to six months, - said Alexei Volodin, deputy director of the company. - In case of a positive decision, the approximate amount of the payment will be up to 4.2 billion rubles. According to Volodin, the insurance company has enough resources and such an amount of insurance coverage will not greatly affect the financial condition of the company.

Moreover, VTB Insurance will have to pay only 3 million euros.

The rest of the amount is reinsured by the world's leading insurers, the press service of the VTB Group told Life.

The Sindika market is run by a brood of private companies, many of which are connected to the family of the former head of the Kabardino-Balkarian Republic, Arsen Kanokov. Now he is a senator from the parliament of this republic in the Federation Council. According to the SPARK database, the main "management" company of the market is Sindika Holding Company JSC. Its general director is Antemirkan Kanokov. Like a cousin of Arsen Kanokov. The senator himself is still listed as a co-owner of the JSC. Another legal entity - "Sindika-O" - deals with the issues of leasing on the territory of the market. This company is 49% owned by the senator's wife, Fatima. According to Life's calculations, the market is controlled by three companies. Their total profit is 110 million rubles, according to SPARK. At the same time, the company has taken several loans in the last two years. For example, on the security of electrical communications and sewerage, the market took a loan from Sberbank.

Experts believe that, most likely, the market was insured against deliberate arson, but this will be difficult to prove.

Insurers in this situation will focus on the conclusions of the investigation and firefighters, ”Vadim Gorko, a leading expert of the Insurance and Payments Agency, told Life. - It is unlikely that insurance specialists have their own resources to find out the exact cause of the fire.

As for the version of arson, which is now being worked out by firefighters, experts say it will be very difficult to prove it. And even more difficult - to prove who exactly carried out this arson. To do this, at least CCTV footage is needed, on which it will be possible to identify the arsonist. In addition, the fact of arson is not yet proof that the market owners ordered it.

It is still too early to say unequivocally that the owners of Sindika will receive the entire amount of insurance. The decision on payment can be made no earlier than the spring of 2018, - says lawyer Alexander Ostrovsky. - This will happen if the security service of the insurance company and numerous independent examinations establish whether the causes of the fire comply with the terms of the contract. And, for example, the construction market was not set on fire on purpose in order to receive multibillion-dollar insurance.

Senator Arsen Kanokov's competitors could also set fire to the construction market of Sindika.

According to Life, the fire in the construction center of the same name, which belonged to the Sindika holding, did not occur by chance. Allegedly, Senator Arsen Kanokov liked the Kuntsevsky market, located on a land plot of 11.1 thousand square meters. m. On this land there is a building with an area of almost 4 thousand square meters. m. The cost of the asset is estimated at about 1 billion rubles. At the end of 2014, the Moscow City Planning and Land Commission approved the decision to build a shopping and entertainment center with an area of 68.2 thousand square meters on the site of the market. m.

It cannot be ruled out that someone decided to disrupt Arsen Kanokov's deal to acquire a promising business asset in the west of Moscow, says a Life source in the capital's city hall.

According to him, the Kuntsevsky market can expand the empire of Arsen Kanokov. Now the Sindika holding owns and serves universal markets: Troitsky in Strogino, Usachevsky in Khamovniki, Bratislavsky in Maryina and Tushinsky in the north-west of Moscow. Sindika also owns the construction and clothing Pokrovsky market in Biryulyovo Zapadny, the Sindika-O construction market on the 65th kilometer of the Moscow Ring Road.

Another version of the fire is the negligence of the market management company and tenants.

Back in February 2017, an inspection came to the market and found a giant warehouse in the basement. The management of Sindika was advised to put everything in order in accordance with fire safety as soon as possible. In particular, they asked to remove flammable items. And in September, another inspection revealed all the same violations, - law enforcement sources say.

According to lawyer Alexander Ostrovsky, owners of cars damaged in a fire will also have to face the problem of insurance payments. - In the event that the owner of the car has only an OSAGO policy, he, unfortunately, will not be able to receive an insurance payment for this insured event. This is third party liability insurance. Another thing is the hull insurance policy, which involves such cases, - Ostrovsky explains.

According to the Ministry of Emergency Situations of the Russian Federation for the Moscow Region, car explosions were recorded in the Sindiki underground parking lot. According to preliminary data of rescuers, about 30 cars burned down there.

Life contacted one of the co-owners of the Sindika Trade Complex, Beslan Gordogozhev, but he declined to comment.

Arsen Kanokov's holding company Sindika intends to buy the Radisson Blu Resort hotel in Sochi from VEB. The bank got it for the debts of the developer and can now be sold for 5-6 billion rubles.

Main contender

The Sindika holding company, member of the Federation Council from Kabardino-Balkaria Arsen Kanokov, intends to buy a five-star Radisson Blu Resort & Congress Center hotel in Sochi. “We are doing everything possible to buy it,” Oleg Eskindarov, president of the holding, told RBC, recalling that the company owns another five-star hotel located next door, the Radisson Blu Paradise Resort. Both facilities were built ahead of the 2014 Olympic Games.

The press service of VEB, which has owned the Radisson Blu Resort since 2016, refused to comment on the negotiation process with Sindika, assuring that "the deal will be carried out in accordance with public procedures." The bank representative did not specify the terms of their completion.

The fact that Sindika is interested in buying a hotel is also known to a representative of the company - a player in the hotel market and a representative of an international consulting company. According to the first, Arsen Kanokov's holding is the most likely buyer of the hotel.

The original owner of the Radisson Blu Resort & Congress Center was CJSC "Hotel Development" - the structure of the former president of "Intourist" Abbas Aliyev. Under this project, she took a loan from Vnesheconombank. The cost of construction was estimated at 6 billion rubles, of which VEB issued 70%, Vedomosti wrote. However, in the end, the company was unable to service the debt. In February 2016, the Moscow Arbitration Court granted VEB's claim against CJSC Hotel Development and five other Aliyev companies that built the Kempinski Grand Hotel in Gelendzhik and the Gardens of the Seas apartment complex to recover 23.5 billion rubles under loan agreements.

In total, VEB estimated its possible losses due to the financing of Olympic construction at 190 billion rubles. In June 2016, the bank announced the restructuring of these loans for 25 years. Then about the possible sale of Radisson Blu Resort, which went to VEB for the debts of Hotel Development CJSC.

What is included in Sindica

Forbes magazine estimates the fortune of Arsen Kanokov at $500 million. From September 2005 to December 2013, Kanokov served as head of the Kabardino-Balkarian Republic (KBR). Since December 25, 2013, he has been a representative of the KBR parliament in the Federation Council. The Sindika holding founded by him includes a network of shopping and entertainment complexes, as well as universal and construction markets in Moscow (among them are Troitsky in Strogino, Usachevsky in Khamovniki, Bratislavsky in Maryino and Pokrovsky in Biryulyovo-Zapadny), as well as hotel assets. In addition to the Radisson Blue Paradise Resort in Sochi, worth 7 billion rubles. structures of the senator, according to consultants interviewed by RBC, at different times owned hotels in Pyatigorsk, Stavropol (operating under the Intourist brand), Tambov, Rostov-on-Don and Nevinnomyssk, the Sindika SPA hotel in Nalchik and a sanatorium in Kislovodsk.

Buy, don't build

Radisson Blu Resort is located near the marina and the Olympic Park. During the Games, members of the International Olympic Committee and high-ranking Russian officials stayed at the hotel. Prime Minister Dmitry Medvedev regularly receives guests of the Sochi Investment Forum here. In 2016, the hotel's congress center hosted meetings between Vladimir Putin and world leaders as part of the Russia-ASEAN business forum.

"Today's conjuncture and prices for hotel assets allow us to count on the successful closing of transactions with increased profitability," Oleg Eskindarov believes. At the same time, the acquisition of an already finished facility implies a shorter return on investment than building a hotel from scratch, he explains.

Consultants interviewed by RBC agree with this opinion. The cost of building a 508-room hotel similar to the Radisson Blu Resort will be about $300,000 per room, says Stanislav Ivashkevich, deputy head of hospitality industry development at CBRE. Thus, the total value of the asset is $152.4 million, or 8.5 billion rubles, RBC calculated. However, given the current operating performance, the cost will be lower - from 5.1 billion to 6.1 billion rubles, Colliers International partner Stanislav Bibik is sure. He estimates the payback period of the object at nine to ten years, which is comparable to the average market indicators.

Taking into account the fact that VEB can sell the hotel at a discount, the payback of the project will be about 15 years, Ivashkevich believes. He recalls that Aliyev's structure was unable to service the loan due to the fact that the operational indicators that were laid down during construction in 2010-2011 did not correspond to the realities after the 2014 crisis. However, the Radisson Blu Resort & Congress Center itself is “a very good hotel” and Sindika will be able to cut operating costs by about 5% “due to synergies” with its hotel next door, Ivashkevich adds.

As for the general situation in this market segment, the occupancy of hotels in Sochi during the high season is close to 100%, and on average in 2016 it was 50-55%, says Olga Shirokova, director of the consulting department at Knight Frank.

According to the consulting company JLL, according to the results of the summer season of 2016, the average occupancy of quality hotels in the “coastal cluster”, where Radisson Blu hotels are located, reached 68% against 54% in the summer of 2015. “In the first quarter, which is traditionally not a high season for hotels by the sea, occupancy continued to grow and, adding 2 p.p. compared to the first three months of 2016, exceeded 42%, - says the head of the hotel business department at JLL Tatyana Veller. - The average tariff for the same period increased by almost 15% - up to 7 thousand rubles. [per night]. Together, this led to an increase in the yield per room (RevPAR) to almost RUB 3,000.”

], Kanokov began working at the Moskvoretsky fruit and vegetable association, where by 1987 he became the head of the shop.

In 1987, Kanokov registered the Kodeks trade and purchasing cooperative in Moscow, and in 1991 he created the Sindika holding company on its basis, which was engaged in multifunctional shopping centers, banking and investment activities. In addition, Sindika owned a large number of gambling establishments in Kabardino-Balkaria and was called one of the largest landlords on Kutuzovsky Prospekt, one of the five most expensive streets in Moscow ("... no one knows how these very squares got to Sindika" , - The Moscow Post pointed out in 2012) , , , , , , . The main development, as was believed in the press, Kanokov's holding received with the support of the mayor of the capital Yuri Luzhkov, with whom the businessman was allegedly friendly. As Vedomosti wrote in 2004, Kanokov held the post of president of Sindika only between 1994 and 2000.

In the official biography of Kanokov, it was noted that in 1996-1998 he was a shareholder and was a member of the board of directors of JSCB CentroCredit CJSC, 30 percent of whose shares later became the property of Sindika (according to Kommersant, the company owned them , at least in 2007). Meanwhile, according to Kommersant-Vlast and Vedomosti, Kanokov returned to the board of directors of the bank in 2000 and remained there until 2003,,,.

Since 1998, Kanokov entered politics, receiving the position of Deputy Permanent Representative of the Kabardino-Balkarian Republic under Russian President Vladimir Putin. At the same time, Kanokov continued to do business: in particular, in 2003-2005 he was a member of the board of directors of the Usachevsky trading house, which was part of the Sindika holding,.

In 2003, Kanokov was elected to the State Duma of the Russian Federation of the fourth convocation on the list of the Liberal Democratic Party of Russia (LDPR). In November 2004, he was accepted into the ranks of the United Russia party and moved to its parliamentary faction from the LDPR faction,,,,,,. At the same time, Kanokov was appointed deputy chairman of the State Duma Committee on Budget and Taxes; in addition, he was mentioned in the media as deputy coordinator of the Southern Coordinating Council of United Russia and a member of the parliamentary commission on the problems of the North Caucasus. Commenting on the transition to another party, the deputy said that being in the ranks of United Russia is "a great honor, there are other opportunities to carry out legislative initiatives, it is easier to implement your plans to support the population",,.

In September 2005, Russian President Vladimir Putin nominated Kanokov to the post of President of Kabardino-Balkaria instead of Valery Kokov, who resigned due to deteriorating health. The next day, at an extraordinary meeting, this appointment was unanimously supported by the Legislative Assembly of the Republic,,. In 2010, at the suggestion of Russian President Dmitry Medvedev, Kanokov was reapproved by the Legislative Assembly of Kabardino-Balkaria for a second term,. In September 2011, Kanokov's position was renamed, and from January 1, 2012, she became known as the "Head of the Republic of Kabardino-Balkaria",,.

In 2007 and 2011, Kanokov headed the United Russia list from Kabardino-Balkaria in the elections to the State Duma of the fifth and sixth convocations, both times he refused the deputy mandate,,,,,,,. In 2009, he also headed the list of the party in the elections in the parliament of the republic, he also refused the mandate.

It was noted that in 2005 the appointment of Kanokov was calmly accepted by the local political elites. The press gave positive assessments of Kanokov's first presidential term: in particular, they credited him with the fact that during this period the republic's need for subsidies from the federal budget was halved. However, his second presidential term was already accompanied by negative assessments, and the economy of the republic he headed was characterized as one of the most depressed in Russia. It was especially emphasized that under Kanokov, contract killings and terrorist acts came to the region, which was previously one of the calmest in the North Caucasus,,,. Among them, the events of February 2011 were mentioned, when Wahhabis shot down a minibus with tourists near the village of Zayukovo, and then blew up the cable car to Elbrus,,,,,. Among the most high-profile terrorist attacks in Kabardino-Balkaria of that time, the press also called the explosion of the Baksan hydroelectric power station in July 2010. Rumors circulated in the press that employees of the Sindika-Shield security agency, which was part of the holding created by Kanokov and, according to some information, performed "in the republic the functions of presidential security", were detained on charges of a terrorist attack, , , , , , , , , , information about the agency's involvement in the organization of the terrorist attack was refuted by representatives of the law enforcement agencies of Kabardino-Balkaria.

The media have repeatedly published assumptions about Kanokov's contacts with crime and the gang underground. According to the journalist Yulia Latynina, for a long time stability in the republic was maintained due to the fact that Kanokov paid money to the militants, and when he stopped doing this according to the instructions of Alexander Khloponin, appointed in 2010 as the plenipotentiary representative of the President of the Russian Federation in the North Caucasus Federal District, "they and offended", , . Some media also suggested that terrorism in the republic was the result of a redistribution of the tourism business; The Moscow Post, meanwhile, cited the opinion of a number of journalists, according to which "Khloponin not only oversees the tourism business in the KBR, but also gives Kanokov advice on how he needs to" communicate "with the militants."

The media wrote that Kanokov appointed relatives and business partners to key positions: it was reported that his "clan" consisted of three large intermarried families - Kanokovs, Zhamborovs and Tlekhugovs,. So, the press mentioned Antemirkan Kanokov (former mayor of Nalchik), Ruslan Zhamborov and Mukhamed Tlekhugov (both deputy ministers for managing state property and land resources of Kabardino-Balkaria), Zamir Kanokov (head of the inspectorate of the Federal Tax Service of Russia (FTS) for the city of Nalchik) , Vladimir Zhamborov (Head of the Administration of the Head of the Republic), Naurbi Zhamborov (Head of the Republican Criminal Police Service), Mukhamed Zhamborov (Head of the Department of the Office of the Federal Tax Service for the KBR) , , .

Kanokov, who, in his own words, having transferred to the civil service, transferred Sindika to management and retained only the post of its honorary president, still took care of the interests of the company they founded, which by 2011 was the ultimate owner of Moscow shopping centers " Troitsky, Pokrovsky, Usachevsky, Bratislavskaya and Tushinsky, the Milan hotel and office complex, the regional shopping centers Gallery,, and also controlled the Interregional Clearing Bank. Among the subsidiaries of Sindiki, Ventra-com LLC (the owner of the Intourist hotel complex in Kabardino-Balkaria), Roliteks (the owner of some Moscow shopping centers that are among the assets of Sindiki) were also mentioned,,,. Kapkov himself noted that he considers it unfair that he is forbidden by law to manage the company "directly". In the press, he continued to be called the co-owner of the holding. According to some media reports, the owner of 25 percent of Sindika's shares was Kanokov's brother, Leonid, however, in 2011, the President of Kabardino-Balkaria indicated in his declaration that he owns the holding solely,,.

In 2005, Kanokov estimated the value of the group of companies at two billion dollars. In 2007, he estimated the turnover of Sindika at 30 billion rubles.

In March 2012, rumors appeared in the press that, due to the destabilization of the situation in the republic, Kanokov could be sent into an "honorary resignation" to the Federation Council.

On June 7, 2012, employees of the Main Directorate for Economic Security and Anti-Corruption (GUEBiPK) of the Ministry of Internal Affairs of Russia conducted searches in the administration of the head of the Republic of Kabardino-Balkaria, after which high-ranking relatives of Kanokov, Ruslan and Vladimir Zhamborov, as well as the head of the Ministry for State Property Management and Land Resources of Kabardino- Balkarians Khabdulsalam Ligidov were brought to Moscow for investigative actions - they were detained on suspicion of fraudulent alienation of property (Part 4 of Article 159 of the Criminal Code of the Russian Federation). The reason for the searches was the scandal surrounding the Philharmonic building in the center of Nalchik: as they wrote in the press, estimated at 20 million rubles, in April 2012 it was sold without a competition for 1 million to fashion designer Madina Khatsukova (cousin of Arsen Kanokov's wife). On May 9, the court granted the petition of the investigation and, as a temporary measure of restraint for the detainees, chose arrest,,,,,,. Some media claimed that the Philharmonic moved from the building that became the subject of the conflict to another concert venue back in the 90s, and by 2012 the Center for Folk Crafts worked there, where one of the employees was Khatsukova. Arsen Kanokov, commenting on these messages, said that it was about a "dilapidated building" and that "this story will not have any continuation."

The press suggested that the anti-corruption operation, the first after Vladimir Kolokoltsev assumed the post of Minister of Internal Affairs of Russia, could be arranged by opponents of Kanokov against the head of the republic himself,,. The media also suggested that, in addition to this case, the leadership of the republic could be charged with the illegal transfer to private individuals of the lands of the Elbrus national park, intended for the development of the resort. Interest among investigators in the transfer of the park's lands arose after the terrorist attacks in February 2011, when the holiday season in the republic was actually disrupted; in February 2012, according to Kommersant, the Sindika created by Kanokov became one of the main investors in the development of the Bezengiv ski resort on Elbrus.

The media noted that Kanokov was on the list of Russian rich back in 2007 - two years after his appointment as governor. Then the magazine "Finance" placed him in 491 place with a fortune of $ 90 million,. In 2011, he already ranked 179th in the magazine's ranking with a fortune of $ 600 million,. The same state was attributed to him by the Russian version of Forbes in 2012. At the same time, according to the official declaration for 2009, Kanokov earned only a million rubles,. During the years of Kanokov's presidency, his capital "grew at the same rate as the situation in his region worsened," IA Ruspress noted in 2011. However, in the declaration for 2010, he declared more significant income, namely 87 million rubles, while indicating as his property a mansion in the Moscow region with an area of 726 square meters and a Mercedes-Benz car. Also, according to the declaration, in 2010 he remained the owner of one hundred percent of the shares of the Sindika holding.

Kanokov is a member of the supreme council of United Russia, he is a full member of the Academy of Economic Sciences and Entrepreneurship and the Russian Academy of Natural Sciences (RANS).
