The average monthly earnings of Gennady Makin for the last 6 months of work in 2018 are not yet known for certain - information about this should be published in April 2019 as part of the declaration campaign of officials. However, it is unlikely that it will change significantly with the 2017 indicators, which are published in open sources. According to official data, in 2017 Gennady Makin earned a total of 5 million 857 thousand 289 rubles 71 kopecks. Or 488 thousand 107 rubles 41 kopecks per month.

Let’s assume that Makin’s earnings level remained the same in the first half of 2018. Then, according to the law on superpensions for officials of the Voronezh region, he is entitled to a lifetime supplement from the pockets of the region’s taxpayers in the amount of 75 percent of average earnings. Or 366 thousand 80 rubles 56 kopecks per month. If we assume that Gennady Makin’s state pension is about 50 thousand rubles (as a former member of the Federation Council, etc.), then the total pension will be over 416 thousand rubles per month.

We emphasize that the exact size of the lifetime pension supplement for Gennady Makin is unknown and the very fact of receiving it is speculative, since Makin’s former boss, Governor of the Voronezh Region Alexander Gusev, considers the publication of the list of the regiment of “golden pensioners”

What is Gennady Ivanovich Makin known for and how did he deserve such special monetary treatment from the budget of the Voronezh region?

According to the official biography, at 22 years old - from 1979 to 1981. – Gennady Makin worked as an instructor of the Voronezh regional committee of the Komsomol. And since then he has not left leadership positions. From 1981 to 1984 - First Secretary of the Novousmansky District Committee of the Komsomol of the Voronezh Region. From 1984 to 1986 - Secretary of the Party Committee of the Kirovsky state farm, Novousmansky district, Voronezh region. From 1986 to 1987 - Director of the Rogachevsky state farm in the Novousmansky district of the Voronezh region. From 1987 to 1991 - Chairman of the executive committee of the Novousmansky District Council of People's Deputies. In the public sphere, Gennady Makin is widely known for two scandals of 2016 in which he played key roles - in the high-profile case of the attempted murder of taxi driver Ivan Pereslavtsev and in the case of falsifying the results of the State Duma elections.

In the summer of 2016, 30-year-old taxi driver Ivan Pereslavtsev, who worked for the Vendetta taxi service in the Novousmansky district, contacted the police with a statement that on May 29, 2016, he was almost killed in Novaya Usman. The reason for the reprisal was the missing phone of Alexander Strukov, whom Pereslavtsev delivered to the house No. 62 "a" on Oktyabrskaya Street of businessman Valentin Chebotar.

According to Pereslavtsev, after the dispatcher called, he unsuccessfully searched for the missing phone in his car, and then went to meet Strukov. Three drunk men - Alexander Strukov, Valentin Chebotar and Sergei Sinyugin - burst into his car and began beating and strangling him in the back seat. Then, driving Pereslavtsev’s car, the men drove into the forest and looked in the trunk for a rope to hang the taxi driver. Not finding the instrument of torture, they went to Valentin Chebotar’s house and began to drown Pereslavtsev in a pond. There they were discovered by regional traffic police officers, who, apparently, were called by neighbors who were watching the massacre from their windows. It is noteworthy that, according to a source in the prosecutor's office of the Novousmansky district, local police refused to go to the specified address, since more than once after such visits they suffered morally and physically from the companies walking in this house. Pereslavtsev woke up and saw a man who introduced himself as police deputy governor Gennady Makin. According to the taxi driver, Strukov, Chebotar, Sinyugin and Makin assured the police that they were saving Pereslavtsev from a suicide attempt in the pond and, while saving his life, did some damage.

Doctors diagnosed the guy, 165 cm tall and weighing 48 kg, with a concussion, a fractured lower jaw, damage to the lower spine, a condition after strangulation, blunt trauma to the chest and abdomen, a closed fracture of the ribs, multiple abrasions of the body and aspiration of the lungs.

Further events unfolded in favor of Gennady Makin and his friends. A criminal case was immediately opened against taxi driver Ivan Pereslavtsev on charges of stealing a Samsung A300 phone worth 8 thousand rubles.

The Novousmansk police did not know what to do with Pereslavtsev’s statement for almost a month and only on June 27 opened a criminal case into the beating by “unidentified persons.” Then the police tried to send the case to the prosecutor's office of the Voronezh region for transfer to the Investigative Committee under Article 105 of the Criminal Code of the Russian Federation “Attempted murder”, however, the office of prosecutor Nikolai Shishkin did not see such qualifications in the actions of the attackers and returned the case to the police.

On July 27, the police nevertheless opened a criminal case under Art. 112 of the Criminal Code of the Russian Federation "Intentional infliction of moderate harm to health." It stated that a closed craniocerebral injury, a concussion, a closed fracture of the lower jaw, damage to the cervical spine, blunt trauma to the chest and abdomen, a closed fracture of the ribs, and a knocked out tooth were inflicted on Ivan Pereslavtsev by an “unidentified person.” And businessmen Strukov, Sinyugin, Chebotar and Deputy Governor Makin were not even interviewed.


From June to December 2016, the case of Ivan Pereslavtsev went through a number of interesting transformations: at first it was considered as Art. 105 of the Criminal Code of the Russian Federation “Attempted murder”, then Art. 112 of the Criminal Code of the Russian Federation “Intentional infliction of moderate harm to health” and in the end turned into Article 116 of the Criminal Code of the Russian Federation “Beatings”, after which it was closed due to innovations about the decriminalization of such an article - as reported by the head of the Main Directorate of the Ministry of Internal Affairs for the Voronezh Region, Alexander Sysoev. That is, as if there was no traumatic brain injury, concussion, closed fracture of the lower jaw, damage to the cervical spine, blunt trauma to the chest and abdomen, closed fracture of the ribs, or a knocked out tooth. No one is to blame for anything.

But to capture Ivan Pereslavtsev, Voronezh police organized an entire special operation in Moscow. The taxi driver was going to an appointment with the Commissioner for Human Rights of the Russian Federation, Tatyana Moskalkova, but was captured on December 30, 2017 and taken to the Novaya Usmani detention center. From there, taxi driver Pereslavtsev was taken to the hospital with a chest injury, but the police obtained a confession from the guy that he had stolen the phone from Alexander Strukov. Then the gypsies came to the court via video link from Irkutsk (!), who stated that the stolen phone was sold to them by Pereslavtsev for 2 thousand rubles.

It is curious that two months earlier, Ivan Pereslavtsev was tested in Moscow on a certified polygraph (lie detector) for court cases at the ANO Forensic Expert Center Triumph with a certified specialist Tatyana Alfeeva. The lie detector showed with 99.9 percent accuracy that Pereslavtsev did not steal Strukov’s phone and did not hold it in his hands. The lie detector gave an affirmative result with an accuracy of 99.8 percent that Pereslavtsev saw Deputy Governor Gennady Makin at the pond.


However, the court chose to believe the confession of Ivan Pereslavtsev (even though at the trial he claimed that he was tortured by the police) and the testimony of Siberian gypsies via video link. As a result, on September 7, 2017, judge of the Novousmansky District Court Lyudmila Panchenko found Ivan Pereslavtsev guilty of stealing a phone and sentenced him to 480 hours of correctional labor.

In the second scandalous case of 2016 about fraud in the State Duma elections, as in the case with taxi driver Pereslavtsev, no one has yet been found guilty, despite the cries of the Chairman of the Central Election Commission, Ella Pamfilova. The Investigative Committee of the Voronezh Region took the liberty of calling the latest facts of election fraud in Voronezh – as in 2011, 2013, 2014, 2015 – a “technical error.” However, after the 2016 episode, Voronezh firmly stuck to the title of the capital of massive election fraud in Russia. The most surprising thing is that signs of mass fraud were repeated in the elections of the governor of the Voronezh region in 2018, which was won by Alexander Gusev, and of the Voronezh region.

After massive fraud in the elections to the Voronezh City Duma and the Voronezh Regional Duma (whose deputies adopted the law on golden pensioners signed by Alexey Gordeev almost at the New Year’s banquet), the political bloc of the regional administration, headed by Gennady Makin, apparently decided to immediately kill “two birds with one stone” - remove State Duma deputy Oleg Pakholkov from the A Just Russia party from the region and nominate the president of the Moscow Industrial Bank, Abubakar Arsamakov, Gennady Makin’s former chief in the banking sector, from this parliamentary party.

There is every reason to believe that Gennady Makin’s negotiations with the central apparatus of the SR party to replace Pakholkov with Arsamakov were successful and all that was left to do was to secure the required percentage of votes for the Voronezh list of A Just Russia, headed by Abubakar Arsamakov. Moreover, the Voronezh authorities have learned to get the required percentage for the United Russia party and its candidates in the elections of 2011, 2013, 2014, 2015. But in 2016, they were faced with an integral task - to give the required percentage not only to EP, but also to SR, which was headed by the former boss of Gennady Makin.

The election campaign went like clockwork, Abubakar Arsamakov, as the leader of the opposition parliamentary party, met with Governor Alexei Gordeev six times and, while touring the region, did not hesitate to give gifts to children and villagers, without worrying that he might be accused of bribing voters. Moreover, such decisions could only be made by the regional election commission under the leadership of Vladimir Selyanin (another “golden pensioner” under the law of Alexei Gordeev).

By the morning, after counting the votes, it became clear that Abubakar Arsamakov lacked about 2.5 thousand votes for the A Just Russia party to become a State Duma deputy. By the evening of the same day, the last protocols from two foreign polling stations in Transnistria, which, according to the law of the Russian Federation, were annexed to the Voronezh region, were entered into the territorial election commission of the Leninsky district of Voronezh. It turned out that in Transnistria a total of 48 people voted for “A Just Russia”, but a figure of exactly 4 thousand votes more was entered into the GAS “Elections” system - 4048 votes.

When the deception was revealed, the Chairman of the Central Election Commission of the Russian Federation, Ella Pamfilova, demanded an investigation into the falsification and, at a reception with Russian President Vladimir Putin, stated that the falsifications were organized by the leaders of the Voronezh region, proposing to dismiss Alexei Gordeev. However, the result was only the resignation of the chairman of the regional election commission, Vladimir Selyanin, who, as it turned out, to obtain the status of a “golden pensioner” quit for one day and went back to work (exactly as in the case of the Yuri Agibalov scandal). The villager and others did not even care that his position as head of the regional election commission was elective (among the members of the election commission) and after his retirement, new elections for the chairman were to take place. However, Selyanin decided to retire for a “golden pension” and return to work without informing his colleagues at the electoral commission. It turns out that for quite a long time the Voronezh Regional Election Commission was led by an illegitimate chairman. However, law enforcement and supervisory authorities of the Voronezh region turned a blind eye to this too.

It is believed that the “golden pensioner” Vladimir Selyanin has since received a lifetime increase in his pension from the budget of the Voronezh region in the amount of about 400 thousand rubles per month, which, by the way, Ella Pamfilova also spoke about.

It turns out that the falsification with the addition of 4 thousand votes was carried out in favor of the former chief Gennady Makin (Abubakar Arsamakov), while Gennady Ivanovich himself headed the political bloc of the administration of the Voronezh region and “ruled” the electoral process. However, the Investigative Committee of the Voronezh Region, under the leadership of Kirill Levit, did not consider this obvious version and limited itself to closing the criminal case of falsification with the wording “technical error.”

System administrator Tamara Lyashova, who personally entered data falsified by 4 thousand votes into the State Automated System “Elections”, was re-certified in the spring of 2018 and worked with the system in the same Leninsky TEC during the elections for governor of the Voronezh region, in which Alexander Gusev won a landslide victory (though again with mathematical signs of mass falsification).

As a result, the chairman of the regional election commission, Vladimir Selyanin (whom representatives of the Central Election Commission of the Russian Federation directly accused of falsification), apparently retired to a golden pension (a lifetime increase of about 400 thousand rubles per month), Gennady Makin survived the scandals, reached his 60th birthday and, most likely, , received the status of a “golden pensioner” (a lifetime increase of about 366 thousand rubles per month), and Abubakar Arsamakov, after an offensive fiasco in the elections, into which Gennady Makin probably dragged him, although he actually curtailed the activities of the Moscow Industrial Bank in the Voronezh region , but hired the potential “golden pensioner” Gennady Makin to head the Voronezh branch of the MinB.

The team of Voronezh Governor Alexei Gordeev is losing its “best”: Vice-Governor Gennady Makin may be held accountable for the theft of concrete slabs from a military training ground.

Voronezh law enforcement officers raided the administration of the Novousmansky district and the house of municipal leader Vladimir Chernyshov. In addition, searches also took place in the administration of the village of Babyakovo and its head Andrei Avramenko. The “visits” of the Ministry of Internal Affairs are related to the case of the appropriation of concrete slabs from the Baltimore military airfield.

Voronezh vice-governor Gennady Makin once asked the military for these plates. Then the official explained that the slabs were allegedly needed for the needs of the Novousmansky Social Rehabilitation Center for Minors. But in the end, the building materials did not end up in the boarding school at all - they were used as supports for the road leading to the sand pit of businessman Sergei Sinyugin, also a good friend of Makin.

When it smelled “fried,” Mr. Makin immediately “lost” his memory and could not remember when and for whom he asked for concrete slabs. However, memory loss does not exempt you from responsibility. And law enforcement officers, according to rumors, have already selected a suitable article in the Criminal Code - “misappropriation and embezzlement” - and counted the damage at 4.2 million rubles.

Who protects the “garbage man” Sinyugin?

Sinyugin, like his “friend” the vice-governor, are well-known personalities in the region. For the sake of his own well-being, Mr. Sinyugin is ready to “litter a little” in the region. The opinion of local residents of a businessman who has connections at the very top of the regional level is not too concerning. Thus, Poligon LLC, controlled by a businessman, has planned the construction of a landfill for the disposal of solid household waste in the Novousmansky district neighboring Voronezh. In short, Sinyugin wants to arrange a landfill. The capacity of the landfill should be 1.2 million cubic meters.

In fact, it was planned to “establish” a landfill right under the noses of the residents of the village of Babyakovo. Last year, the project caused sharp indignation among villagers. But the landfill project in some incomprehensible way appeared in the amendments to the General Plan of Babykovo. The issue with the construction of the landfill has not yet been finally resolved - the General Plan was sent for revision due to the residents voting unanimously “against”. Just for improvement, although the legislation clearly states that it is forbidden to “litter” in this particular place. The area allocated for the training ground is the strip over which planes fly to the Voronezh airport. Garbage will automatically attract birds, so for safety reasons - no landfills.

Local resident Natalya Pazhitova, who was fighting the construction of the landfill, had her house set on fire and her car smashed. The activist directly stated that such pressure was put on her precisely because she opposed Sinyugin’s “garbage” plans. Sergei Sinyugin, apparently, has a purely consumptive attitude towards land. The word “law” is hardly familiar to a businessman. After all, the businessman, without having the appropriate license, was engaged in the development of subsoil for the purpose of sand extraction. It was in these very areas that Sinyugin decided to carry out “reclamation” - to build a waste landfill! And at the public hearings, as eyewitnesses said, he “caught up” with homeless people and alcoholics - the air in the hall could have been set on fire.

Allegedly in response to protests from local residents, the businessman said: “Behind me is such an arsenal of heavy artillery from regional officials that you will regret refusing!” This suggests that Sinyugin was referring to one of the closest associates of Governor Alexei Gordeev - deputy head of the region Gennady Makin. Or directly to the head of the region?

Sinyugin-Makin method

It is worth noting that Vice Governor Makin and businessman Sinyugin are, apparently, good friends. At least, both of these gentlemen were seen spending leisure time, which fully falls under one of the articles of the Criminal Code. Specifically, Makin, in the company of Sinyugin and a couple of other businessmen, beat and nearly drowned a local taxi driver. In May of this year, law enforcement officers in the village of Novaya Usman found a severely beaten man near a pond - Ivan Pereslavtsev, who worked as a taxi driver. The victim said that he was giving a lift to a client, who, as it turned out later, was businessman Alexander Strukov.

After some time, the taxi dispatcher called the driver and said that the client allegedly forgot his phone in the car, although Pereslavtsev clearly remembered that Strukov actually put the phone on the seat, but took it with him when leaving. Then the unknown persons invited the driver to “meet” in the center of the village. Three people got into his car and drove up to the meeting place in a Ford car. The driver in his testimony says that unknown people began to beat him and then choke him, as a result of which the taxi driver lost consciousness. The torturers brought him first to Oktyabrskaya 62a. as the driver describes, they beat him and discussed whether to drown him or hang him. We decided to drown it anyway. They brought him to the pond and, indeed, almost drowned him - if the police officers called by someone had not intervened.

Then it becomes interesting: as soon as the participants in the “trial” saw the law enforcement officers, they threw Pereslavtsev into the water and began to pretend that they were actually saving his life. According to their further testimony, the driver wanted to drown himself, and they saved him. Apparently, the driver also caused the bruises and abrasions himself... One of the members of the company turned out to be the vice-governor of the Voronezh region, Gennady Makin. At least that's how the man introduced himself to the police. Other “heroes” were businessmen Alexander Strukov, Sergei Sinyugin and Valentin Chebotar. Makin and Chebotar are considered old acquaintances of the current Voronezh vice-governor.

As a result, as stated in the medical examination, the victim was diagnosed with a concussion, a cracked jaw, spinal injuries, blunt trauma in the abdomen and chest, a fracture of several ribs, as well as multiple abrasions of the body and aspiration of the lungs. In addition, doctors confirmed that Pereslavtsev was indeed strangled. If anyone thinks that after this Makin was removed from his post, he is deeply mistaken. Governor Gordeev does not give up “his own”! True, the head of the region seemed to promise to fire his deputy, but Makin also oversees business in the region. And business is not the least important thing for the governor - especially when it comes to companies affiliated with his own family.

The Voronezh media, of course, are happy to cover Makin’s “activities,” especially since the politician gives plenty of reasons. And Makin himself, who cannot find “insults” in publications, pays 40 thousand rubles for the examination. Probably in the hope that something will be found and it will be possible to sue everyone and everything. But what’s more important is to remove publications that show that Gennady Makin, as vice-governor, clearly takes someone else’s place.

Why has the governor of the Voronezh region, Alexei Gordeev, still not removed the scandalous vice-governor? According to those familiar with the situation, the answer is simple. Gennady Makin is one of the closest associates of the head of the region. And our comrades must be protected and protected in every possible way. Even if there are serious suspicions that a representative of the authorities, a high-ranking official, behaves like an ordinary “brother” from the 90s...

Moreover, Makin also helps the governor as much as he can. For example, last fall, Gennady Makin “almost got out of his pants”, trying to clear the region’s information space from publications incriminating another associate of the head of the Voronezh region - the then head of the governor’s secretariat, Andrei Vershinin. It was about publication in the Internet publication “Notepad-Voronezh,” controlled by State Duma deputy Oleg Pakholkov. In response to Pakholkov’s refusal to remove the publication, the vice-governor inquired whether “his immortal subordinates wear body armor.”

More specifically, a video was published that told about a country house in the village of Dukhovoe, Liskinsky district, which, according to the publication, was built specifically for Vershinin. In addition, in the same story it was stated that the head of the governor’s secretariat moves around the region in a Eurocopter 130B4 helicopter with tail number RA04071, which, according to official documents, passes as a medical aviation aircraft and is maintained, accordingly, at the expense of the regional budget.
The story with the helicopter interested the FSB. And in October of this year, Vershinin “flew” from his position. True, Governor Gordeev “warmed up” him by taking him on as an adviser. Actually, it’s not surprising: after all, it is Gordeev who still has in his position of deputy a person who lobbies the interests and covers up a businessman who looks more like a bandit. Or is it because of the “position” of the governor himself that businessman Sinyugin behaves as if he bought everything and everyone?

“Personnel decides everything”

Those familiar with the situation believe that it is reckless, very reckless, that Governor Gordeev has not yet cleared his team of individuals like Makin. After all, the presence of such personnel at the “helm” of the region automatically brings the head of the Voronezh region closer to resignation. And, by the way, Mr. Gordeev has enough stuff in his personal “piggy bank” to resign. For example, the governor recently attended the grand opening of the breeding and genetic center of the Agroeko pig breeding group. True, it is difficult to “accuse” Gordeev of caring about agriculture. After all, no one heard any objections from the governor to the proposal of the head of the company, Vladimir Maslov, to lobby for a reduction in the number of pigs in private farms in the region. Rather, he cares about the well-being of his family, since the son of the head of the region, Nikita Gordeev, is called the final owner of Agroeko.

By the way, not only the governor’s son is “looking for himself” in business, but also the “first lady” of the Voronezh region, Tatyana Gordeeva, owns shares in the companies “Agrobusiness” and “Agroplast”. Rumor has it that the governor provides all kinds of patronage to relatives who are businessmen. And the attention to the Agroeko pig-breeding center is further confirmation of this.
It is under Gordeev that corruption “blooms” in the region. The latest scandal is associated with the arrest of the former head of the Voronezh Joint-Stock Aircraft Manufacturing Company Vitaly Zubarev, his deputy Alexander Tkachev and adviser Alexander Lisitsyn. All three, considered members of the “Gordeev team,” were suspected of embezzling 21 million rubles from a contract for the design of the An-148 aircraft.

Six years ago, VASO won the competition of the Ministry of Education and Science. For 298 million rubles, the aircraft plant had to design the aircraft. But instead of the ten patents promised under the contract, there were zero, and the money went, for example, to the accounts of Lisitsyn’s Voronezh Machine Tool Industry Service Center for work carried out only on paper. Theft is also rampant in the road sector. Last year, the main trafficker in the region, Alexander Trubnikov, was sentenced to 7.5 years. The official suggested that the management of the Voronezhavtodor company pay him 5% of the amount “for assistance” in obtaining road contracts. By the way, Mr. Trubnikov is the half-brother of the governor’s driver...

In general, in a sense, it is worth thanking the scandalous Vice-Governor Makin - his mere presence in Alexei Gordeev’s team brings the resignation of the Voronezh head closer.

Is the notorious vice-governor of the Voronezh region protecting bandits?

In the Voronezh region, which is headed by Alexey Gordeev, another criminal scandal with a “political bias” occurred. This time, the culprit was not the head of the region himself, but his deputy, the vice-governor of the Voronezh region, Gennady Makin, who oversees the political bloc. He is suspected of involvement in the beating of a taxi driver from the local company "Vendetta" Ivan Pereslavtsev (in any case, this conclusion suggests itself from the testimony of the victim - editor's note).

So, Ivan Pereslavtsev was beaten on the evening of May 29, 2016. According to Pereslavtsev, one man forgot his mobile phone in his car (presumably Alexander Strukov, an acquaintance of Makin - editor's note). After this, an unknown man demanded that the taxi driver meet in the center of Novaya Usman (a suburb of Voronezh) to inspect the car. At the meeting place, three men brutally beat Ivan Pereslavtsev.

He received at least four blows to the head area. Then the attackers pushed him into the back seat and drove him to Oktyabrskaya, 62a. “They beat me on the way. When I came to my senses, I heard them discussing where to take me - to the forest or hang me on a rope. Along the way, there were threats to my life and promises of sexual violence. In the end, they decided to take me to the pond to drown me there,” describes Mr. Pereslavtsev.

Later, the taxi driver was brought to a building located on Oktyabrskaya Street (house 62a). There they continued to beat him until the police called by his neighbors arrived. Then the action of this “crime drama” is transferred to the very pond in which they wanted to drown the taxi driver. This is where the fun began. As Ivan Pereslavtsev writes, there was also a man near the pond who introduced himself to law enforcement officers as Gennady Makin. He named the place of work, began to demonstrate (apparently to the police - editor's note) “some documents” and suggested that those present were supposedly saving the taxi driver, and not drowning him. The victim was taken to the hospital with fractures and knocked out teeth. In fact, this same Gennady Makin (that’s the name of the vice governor) helped the attackers “get rid of” the police. Let us remind you that the process when an official helps “criminal elements” is called “protection protection.” So, is it really possible that the vice-governor of the Voronezh region is protecting the bandits?

Connection with Gennady Makin

According to the protocol of interrogation of the taxi driver, his attackers were Alexander Strukov, Sergei Sinyugin and Valentin Chebotar. The media say that the general director and owner of the local Akvastroy LLC, Sergei Sinyugin, and businessman Valentin Chebotar are considered long-time acquaintances of the ex-senator and former vice-president of the Ministry of Internal Affairs, and today vice-governor Gennady Makin.

Thus, the version that it was Vice-Governor Makin who tried to get rid of those who attacked taxi driver Pereslavtsev from the police seems quite convincing. But can Strukov, Sinyugin and Chebotar be called “bandits”? Taking into account the fact that (according to Pereslavtsev’s testimony) they beat him and wanted to drown him in a pond, the answer to this question is obvious. And all this “lawlessness,” apparently, was happening “under the roof” of the vice-governor.

"Adventures" of Deputy Gordeev

A criminal case regarding the beating (Article 112 of the Criminal Code of the Russian Federation) of Ivan Pereslavtsev was opened by the Novousmansk police on June 27, 2016. Local media say that Gennady Makin personally actively prevented the initiation of a criminal case, and Valentin Chebotar’s son, Alexander (works in the Investigative Committee of the neighboring city of Novovoronezh - editor’s note) tried to completely “hush up” the case at the initial stage.

The strange behavior of First Deputy Governor Gennady Makin was repeatedly noted by both Voronezh residents and federal officials. Legends are made about the antics of the official in Voronezh. For example, many Voronezh restaurateurs know that there should always be at least two bottles of tequila in the freezer, with which the deputy governor likes to “get his throat wet” and then “walk around with stories.”

Pressure on the press

In the fall of 2015, another scandal broke out involving Deputy Alexei Gordeev. This time, Mr. Makin tried to remove an article from the website of the Bloknot-Voronezh publication, controlled by deputy Pakholkov, about the head of the governor’s secretariat, Andrei Vershinin. When Pakholkov refused, Makin asked “if his immortal subordinates wear body armor.” Also in a conversation with Pakholkov, Makin, according to the parliamentarian, pointing to an article about Vershinin, demanded that his assistant, editor-in-chief of the Blokpad-Voronezh website Dmitry Noskov, “stop aggravating, otherwise he is not responsible for himself.”

Makin put pressure on the publication because of a video about a country house allegedly built for the head of the secretariat of the governor of the Voronezh region, Andrei Vershinin, in the village of Dukhovoe, Liskinsky district of the region. It also says that Vershinin flies a Eurocopter 130B4 helicopter (tail number RA04071), maintained at the expense of the regional treasury as a medical aircraft.

Let us note that Gennady Makin and Andrei Vershinin are considered the closest associates of Governor Alexei Gordeev. Makin controls the political bloc, and Vershinin is an informal economic manager in the team of the Voronezh governor. By the way, Vershinin appeared as the deputy general director of the scandalous OJSC Agroplemsoyuz, which was involved in a bribery scandal with the help of which certain entrepreneurs Evgeny Shcherbatykh and Evgeny Fedorov tried to “buy” the seat of mayor of the second largest and most important city in the Novovoronezh region in May 2010. The amount in question was 10 million rubles. It is worth noting that the position of mayor of Novovoronezh is the most “capital-intensive position”, since an investment project estimated at 130 billion rubles is being implemented at the local power plant.

Now Makin and Vershinin are the mainstays in Alexei Gordeev’s team. It seems that with such a “support”, corruption around the governor of the Voronezh region is only increasing.

By the way, many influential Voronezh officials may soon find themselves “under investigation.” It is possible that a criminal case will be initiated against the region’s Deputy Prime Minister Maxim Uvaidov and his former deputy at the Department of Property and Land Relations (DIZO) Irina Gorkina.

The head of the Voronezh region “fit in” to the matter

It is worth noting that the head of the Voronezh region, Alexei Gordeev, is also far from a saint. Moreover, the head of the Voronezh region of the Voronezh region is already a defendant in a criminal case initiated regarding the theft of funds from the state company Rosagroleasing. This money was stolen when the current governor of the Voronezh region headed the Ministry of Agriculture.

Gordeev was even questioned as a witness in a criminal case initiated against former official of the Ministry of Agriculture of the Russian Federation Oleg Donskikh and businessmen Sergei Burdovsky and Igor Konyakhin. They are suspected of stealing more than half a million rubles from a state-owned company for the supply of equipment for elevators and distilleries.
In this case, Elena Skrynnik, who served as head of Rosagroleasing under Gordeev, and the head of the Lipetsk region, Oleg Korolev, were summoned for questioning. At the moment, Elena Skrynnik (former head of the Ministry of Agriculture) and her former subordinate Oleg Donskikh are hiding abroad.

Claims against Gordeev

In addition to the scandal with Rosagroleasing, anti-corruption fighters suspect Gordeev of lobbying the economic interests of his relatives. By the way, the assets of Gordeev’s son (Nikita - editor’s note) are estimated at 3 billion rubles and extend not only to his native Voronezh region, but also to the Ryazan region. In this region, the OKA-Agro holding, controlled by Gordeev, has 45 thousand hectares of land and a confident second place in the region in terms of grain, plus 7.5 thousand cows, which produce 35 million liters of milk per year. In addition, the governor’s son also owns a share in the Gardens of the Moscow Region enterprise. Rumor has it that Alexey Gordeev is “patronizing” his son’s business, which is clearly illegal.

About two months ago, some of our local Voronezh media began to attack Deputy Governor Makin. What is the reason? And why now? Considering that not much is known about this person, could you tell us in more detail about him in your business publication “Economy and Life-Chernozemye”. Who is he? What is his education? How did his career develop? How did he join the team of Alexei Vasilyevich Gordeev? What questions does he raise with the governor?

Why are they attacking? This is usually due to two reasons: a high-status civil servant conducts his business competently, and he also pushes aside those who undeservedly receive preferences. In addition, in our opinion, it is worth mentioning a third reason - Gennady Makin, as deputy governor, became a serious support for Alexey Gordeev in solving many economic, organizational and administrative tasks for the development of our region. And not only opponents are quite jealous of this.

Makin’s professional career development can be the envy of many of today’s young civil servants

Why doesn't public opinion know much about Makin now? There is also an explanation for this. The deputy governor does not suffer from vanity (the man worked as the Deputy Minister of Agriculture of the Russian Federation, a senator), he has no time and no need to be in the media. And the head of the region, Alexei Gordeev, invited Gennady Makin to his team because he needed a person who would take on the most difficult areas in the regional government. For example, supervision of the construction complex, issues of internal policy and administrative management.

As for G. Makin’s professional career, its development and results can be the envy of many of those young people who want to do something useful for both the country and the region. In any case, the regional expert community is of the opinion that Gennady Makin is rightfully considered one of the most experienced regional managers in Central Russia. “Gennady Makin was born on October 12, 1957 in the Lipetsk region. His parents are Ivan Egorovich, a mechanic-assembler at the famous tractor plant, and Nina Vasilievna, who worked there. The elder Makins lived with the children in a one-room apartment. At school, Makin grasped everything on the fly, and was active and businesslike in social work. And when I became interested in sports, I showed myself here too: I became a cross-country champion. He got comfortable on the wrestling mat, and when he put on leather gloves, he eventually became a candidate for boxing master.

After school I went to work on a lathe at a tractor factory. I haven’t been an apprentice for a long time. I mastered the norm quickly. His earnings became very decent for those times - 300 rubles. I was involved in sports. But be that as it may, in 1976, to the joy of the whole family, Gennady Ivanovich entered the history department of the Voronezh State Pedagogical Institute. And to do this then was twice as difficult as it is now to enroll in the capital at the Faculty of Humanities of Moscow State University. Lomonosov: 8 people against 4 applied for one place in the All-Russian State Pedagogical Institute - after all, not only teachers were trained there at that time, but also future party cadres.

Gennady passed the competition with dignity. He studied successfully and became a Lenin scholarship recipient. I plunged headlong into social work. From his third year in the regional committee of the Komsomol, without hesitation, he was assigned a responsible direction - Gennady, without leaving his studies, began working at the regional headquarters of student construction teams. This was a real school in the ability to make responsible decisions. And a year later he was offered to move to the propaganda and agitation department of the regional committee of the Komsomol.

At 29 years old, he is the youngest district head in the Voronezh region

After graduating from university in November 1981, Gennady Ivanovich Makin was elected first secretary of the Novousmansky district Komsomol committee, then in the same area - secretary of the party committee of the Kirovsky state farm. And two years later, at 27, he became the director of the local state farm “Rogachevsky”. Feeling that he lacked thorough knowledge in the field of agriculture, Gennady Ivanovich graduated from the Berezovsky Agricultural College in 1987 with a degree in agronomist, and again with honors. By the way, in 2006 he will also graduate from the Faculty of Economics of VSU.

His next step is the position of chairman of the Novousmansky executive committee. And since 1987, at the age of 29, he is the youngest head of the district in the region. The same, Novousmansky. Among the main principles of Gennady Ivanovich are a scientific approach to management, optimality, the principle of responsibility, modern information support for the management apparatus, etc. 1992 became special for Gennady Ivanovich: he was appointed first deputy head of the administration of the Voronezh region.

The times are more than difficult for the country and our particular region: a shortage of energy resources and fuels and lubricants, a drop in production in the agro-industrial complex, a lack of funds for most farms and delays in mutual settlements. The disparity in prices for industrial and livestock products also had a negative impact on the economy of the industry. Not all managers were able to organize the smooth functioning of their departments in the new socio-economic conditions. However, the leadership style developed by Makin showed its obvious effectiveness step by step: developing cooperation, integration, attracting investors, helping low-income farms, and so on. As a result, positive changes have emerged and begun to gain momentum in the agro-industrial complex of the Voronezh region.

Such work results could not go unnoticed: in 1997, Gennady Makin became the First Deputy Minister of Agriculture of Russia - General Director of the Federal Food Corporation. The then Prime Minister of Russia invited Makin to this position, appreciating his talent as a leader.

Makin was in his new high position for only two years... already in 1998, Gennady Ivanovich was the first deputy director of the Research Institute of Economics and Organization of the Agro-Industrial Complex of the Central Black Earth Region. And the essence of what happened is this: in 1998, a new government was formed in the country. The shuffling began. A new person was appointed at the head of the Ministry of Agriculture, far from the real problems of agriculture. Without hesitation, Gennady Ivanovich Makin submitted his resignation of his own free will. I didn't want to work with an incompetent boss.

Only people of strong character and strong views are capable of making fundamental decisions.

Those who see themselves as responsible for what is happening in the country, what is happening to our people. So a unique entry appeared in his work book: “... relieved of duty at his request”... No one had such a thing in the entire history of the USSR and Russia. At least put it in the Guinness Book of World Records. But clearly and clearly: he left on his own.

Of course, Makin could have stayed in Moscow. Leaders at his level did just that. No, I went to Voronezh. I did not suffer from star fever. Work at the Research Institute of Economics and Organization of the Agro-Industrial Complex of the Central Black Earth Region opened up broad scientific horizons for him. Looking ahead, it should be noted that in just a few years Makin wrote over 120 scientific papers.

Gennady Makin is a Doctor of Economics, professor, member of the International Academy of Corporate Management, together with Academician of the Russian Academy of Sciences I.F. Khitskov, who for more than 30 years headed the Institute of Research Institute of Economics and Organization of the Agro-Industrial Complex of the Central Black Earth Region.

In 1999, Gennady Ivanovich was offered to head the Voronezh branch of the Moscow Industrial Bank as vice president. The next 12 years in this position were marked by serious measures to develop the economy of Voronezh and the region. Here are just a few facts: under Gennady Ivanovich, in terms of the volume of investments in the economy of the Voronezh region, the Ministry of Internal Affairs was in the top five among almost a hundred capital banks operating then on our territory.

Economist Makin, for example, was actively involved in creating a modern agricultural holding in the Vorobyovsky district. Another, no less important, stage in the rise of the agricultural economy in that area will be the construction of an elevator, a starch and syrup plant, and a modern meat processing plant. The bank's total investment in the region's economy will amount to 3 billion rubles. Another investment project in the Anninsky district is being implemented at a good pace with the active participation of the Moscow Industrial Bank. Its result will be an increase in the capacity of the Anninsky elevator by 140 thousand tons of grain storage due to the construction of the second stage.”

A new logical stage in the state biography of Gennady Ivanovich falls in 2011: on November 2, the governor of the Voronezh region, Alexey Vasilyevich Gordeev, signed a decree appointing a deputy of the Voronezh Regional Duma of the fifth convocation (on a permanent basis) Gennady Ivanovich Makin as a representative in the Federation Council of the Federal Assembly of the Russian Federation from the government of the Voronezh region defend the interests of the region in the implementation of social policy, economics and government programs. And after 3 years, on October 17, 2014, Gennady Ivanovich Makin took office as deputy governor of the Voronezh region - chief of staff of the governor and our government.”

For all the dizziness of his professional career, Gennady Makin never suffered from star fever. This is probably why he is in demand and is valued as a professional. His support is a good family, talented children Nina and Sergei. His human priorities include the value of male friendship, sympathetic people, he does not accept meanness and dishonesty. He can forgive poorly done work, while forcing it to be remade, but meanness never forgives.

As a person with a strong character, he is nevertheless characterized by sentimentality. He loves the movie “We'll Live Until Monday,” where there are the following lines: “Hurry to do good.” Good must be done every day. Let it be the smallest. But this makes us cleaner, better. He reads from memory the poems of the great poet-compatriot Yegor Isaev, with whom he was very friendly for a long time...

On July 2, a meeting of the regional government presidium followed an unusual scenario. Acting Deputy Governor - Chief of Staff of the Governor and Regional Government Gennady Makin announced that he was vacating his position. He clarified that he was leaving public service of his own free will.


And that is not all. Gennady Makin added that he is not just leaving his post, but ending his career in government bodies. According to Gennady Makin, he will continue “to work in the team of the Voronezh region, will be engaged in science and business.”

According to some sources, Makin will return to the Moscow Industrial Bank, according to others, he will study science at the Research Institute of Economics and Organization of the Agro-Industrial Complex of the Central Black Earth Region.

A source for the Voronezh Notebook in the regional government reported that light joy reigns on Lenin Square, 1. The tough (to put it mildly) leadership style of the retiree is well known. Alexander Gusev is a delicate and intelligent person. “And the leadership of the regional government needs a monstrous personality who is always ready to instill fear,” the source believes. “Therefore, it would be better for Gennady Ivanovich not to leave the leadership of regional politics altogether.”

It’s interesting that when asked “Who will manage the Platonov Festival better, Gennady Makin or Mikhial Bychkov?” 80 percent of respondents answered: “Makin.”
