The Moscow government adopted acts in December 2018 on the revision of the cost of housing services from January 1, 2019, the tariff for the maintenance of residential premises will increase by 1.9 rubles, and the contribution for major repairs by 1.19 rubles, said a representative of the press service of the department of economic policy and city development. “Prices and rates for housing services in Moscow have not been revised since 2017 , and the indexation provided for by the resolution is due to changes in tax legislation, as well as inflation. It is important that the average increase in the cost of housing services is less than the accumulated inflation over this period,” the service reported.

In the coming year, the existing system of social support measures citizens to pay for housing and utilities. In total, the Moscow budget has allocated 46.6 billion rubles for the purpose of social support for citizens in terms of paying for housing and communal services.

If we talk about changes in utility bills, then in 2019 they will be within the limits set by the government of the Russian Federation, that is, from January 1, the increase will be 1.7%, from July 1, utility bills will increase by no more than 4.8%.

Payments for renting residential premises still lag significantly behind the basic level, calculated from the cost of rent in the city according to the federal methodology. Each of the four types of rates for renting residential premises will increase on average: preferential rental of residential premises - by 35 kopecks; actual rental of residential premises - by 2.11 rubles; commercial rental of residential premises - 1.38 rubles; rental in the housing stock related to non-subsidized houses - for 2.82 rubles.

In July 2019, tariffs will no longer be revised for major repairs and for the maintenance of houses. However, the amount of payment for other utilities will increase.

Since January 1, to make it easier for the population to adjust, there have been no price changes. But from July 1, Muscovites must pay new tariffs. Fortunately, we cannot say that the increase was strong - on average, all prices rose by 7.5% compared to the same period last year.




Important! Since this is already the second difficult year for the country from an economic point of view, all official documents emphasize the fact that such an increase in housing and communal services tariffs in Moscow is 4.8% lower than the inflation rate predicted for the next calendar period until the end of the year.

In monetary terms

Not all residents of the capital can, simply by looking at the table of new rates, understand how exactly payments will increase, not in percentage, but in monetary terms. According to the director of the Department of Economic Policy and Capital Development, on average, utility bills will rise in price by 200 rubles per person.

You also need to understand that in addition to the housing and communal services themselves, other amounts will also be increased in the allowance. For example, the cost of repair work. If the housing is subsidized, then the difference will be 15% compared to last year. If the housing is non-subsidized, that is, apartments are rented for a fee, but without the possibility of purchasing and privatizing housing in the future, then the increase in this payment column will be only 4%.

With the introduction of new tariffs, all old subsidies will be retained in full. The maximum amount of income at which a family no longer receives a subsidy will be increased from July 1, 2016.




If there are three people in a family, and the apartment is owned, and contributions are made for major repairs, then the maximum amount of the total income of all family members should not be 79,920 rubles per month, as it was before, but 86,116 rubles. If the amount of earnings is greater, then such a family is no longer entitled to subsidies.

As for families who, for any reason, do not pay contributions for major repairs, the maximum monthly income increases from 71,821 rubles to 78,017 rubles. It should also be noted that from July 1 of this year, the standard scheme for calculating subsidies for housing and utilities in 2016 is changing. For beneficiaries who live under social rental contracts, the maximum income for a family of three should be 79,739 rubles per month. According to the head of the department of economic policy and city development, Maxim Reshetnikov, tariffs for housing and communal services in Moscow will not increase from the New Year. Moreover, the tariff increase will occur on average by 7.4%, or half as much as inflation is expected: according to experts, it will be 16% in the New Year. Heating will rise in price the most - by 8.1%, hot water supply - by 7.8%, cold water and sanitation - by 7%, electricity - by 7-15% (depending on the time of consumption), gas - by 2%.

At the same time, indexation of prices for the maintenance and repair of residential premises is also provided. For non-subsidized premises (this applies to areas above social norms and the so-called “second home”) the fee will increase by 4%, for areas within social norms - by 15%. “The payment for one payment plan will increase by an average of 200 rubles per month,” Maxim Reshetnikov clarified, noting that Muscovites have different apartments, which means the payment is different in each case.

As in all previous years, the capital’s authorities intend to do everything to ensure that the burden of maintaining housing does not become unbearable for anyone. Housing payment benefits are currently used by 3 million people in the city, and they will continue to be provided in 2016. The city budget for 2016 allocated 30 billion rubles to support benefits.

Another 600 thousand families now receive subsidies from the city budget to pay for housing and utilities. Every family whose expenses exceed 10% of its total income is entitled to subsidies. This is the lowest bar in Russia. As Reshetnikov explained, due to the increase in tariffs, the budget for 2016 includes an increase in the number of such families to 650 thousand. Taking into account inflation, today the lower level of family income at which it becomes eligible for a subsidy has been indexed: this is 86 thousand rubles for three.
