The psychologist processes the data of the psychological minimum and in-depth diagnostics, prepares proposals for individual students and information for the class as a whole. Its tasks also include determining which students to discuss separately, having devoted a lot of time to this, and which children, being psychologically well-off, will not become the subject of a separate discussion at the council (or it does not take much time to develop their accompaniment).

Meetings are held once every two months (except in emergency cases). First, there is a preparatory stage, the collection of preliminary diagnostic data.

At the meeting itself:

1. The characteristics of the student, proposed by the class teacher, are heard in the presence of the parents. The characteristic is supplemented by information about the student's health (given by the school doctor, parents specify).

2. Interview with parents. Purpose: to find out the conditions and nature of family education, the position of the parents, the degree of their authority for the child.

3. A student is invited, there is a conversation with him.

4. Final stage:

    a pedagogical diagnosis is made, which includes the definition of the dominant of deviating development and its main reasons;

    reveals the positive aspects of the personality, which can be relied on when choosing measures of educational influence;

    measures of influence are discussed, recommendations are developed for parents, class teacher and other participants in the educational process.

Today, preparing the younger generation for life in modern society requires school educational institutions to determine the psychological, emotional, physical and social readiness of the child to learn at different stages of education and training. These requirements can be implemented with a differentiated approach to the goals and content of correctional educational process... The structural and substantial design of the system of correctional speech therapy education clearly indicates the problem of early prevention, diagnosis and correction of negative features and deficiencies in child development as a priority and requiring the search for effective measures and methods for its solution. The school psychological, medical and pedagogical council (hereinafter - SHPMPk) is created by order of the head of the educational institution (if appropriate specialists are available).

The activities of ShPMPk are aimed at solving problems related to the timely identification of children with developmental problems, the organization of psychological and pedagogical medical and social support for these children, based on the individual characteristics of the development of each child.

The purpose of the ShPMPk is to provide diagnostic and correctional, psychological, medical and pedagogical support for students, pupils with developmental disabilities and (or) in a state of decompensation based on the real capabilities of the educational institution and in accordance with special educational needs, age and individual characteristics, the state of somatic and neuropsychic health of children.

The tasks of the ShPMPk of an educational institution are:

° early detection and early diagnosis of developmental abnormalities and / or

states of decompensation;

° identification of the actual and reserve capabilities of the child;

° prevention of physical, intellectual and emotional-personal

overloads and disruptions;

° determination of the nature, duration and effectiveness of the special

(remedial) assistance within the framework of the possibilities available in this educational institution;

° preparation and maintenance of documentation reflecting the actual development of the child, the dynamics of his condition, the level of school success.

The psychological, medical and pedagogical council of an educational institution is created annually at the beginning of the academic year by order of the head of this educational institution.

ShPMPk carries out its activities in accordance with the Charter of the educational institution and the Regulations of ShPMPk, developed on the basis of Approximate position about the psychological, medical and pedagogical council and the approved head of the educational institution. The general management of the ShPMPk is entrusted to the head of the educational institution.

The deputy head of the educational institution for OIA (specialist of at least grade 13 in ETC) is appointed as the chairman of the ShPMPk.

The approximate composition of ShPMPk:

° deputy head of educational institution for OIA;

° teachers with extensive experience;

° educational psychologist;

° social educator;

° teacher-speech therapist;

° medical professional.

If necessary, specialists who do not work in this educational institution (pediatrician, neurologist, psychiatrist, typhlopedagogue, deaf teacher, other specialists) may be involved (under a contract) to work in the council.

The chairman of the council has normative legal documents governing the activities of the ShPMPk; list of ShPMPk specialists; schedule of work of specialists and council.

Organization of work of ShPMPk

Examination of the child by specialists of the ShPMPk is carried out at the initiative of the parents ( legal representatives) or employees of the educational institution with the consent of the parents (legal representatives) on the basis of a written application or agreement between the educational institution and the parents (legal representatives) of students, pupils.

The examination is carried out by each specialist of the ShPMPk individually. Based on the survey data, each specialist draws up a conclusion and develops recommendations.

An individual development card is filled in for each child, in which

all data of an individual examination, conclusions and recommendations fit in, the dynamics of development is reflected.

At the meeting of the ShPMPk, the results of the examination of the child by each specialist are discussed, a collegial conclusion of the ShPMPk is drawn up. The collegial opinion contains a generalized description of the state of the child's psychophysical development and a special assistance program that summarizes the recommendations of specialists. The collegiate conclusion of the ShPMPk and recommendations are signed by the chairman and all members of the ShPMPk.

The opinions of specialists, collegial opinions and recommendations are brought to the attention of parents (legal representatives) in an understandable form. The proposed recommendations are implemented only with their written consent.

For the period of implementation of the recommendations, a leading specialist (curator) is appointed to the child, who monitors the implementation of the special assistance program, its effectiveness, the dynamics of the child's development and comes out with the initiative of repeated discussions at the SPMPC.

If necessary, in-depth diagnostics and (or) resolution of disputed

questions, the specialists of the ShPMPk recommend that parents (legal representatives) contact the psychological and medical pedagogical commission (municipal PMPK, city PMPK, regional PMPK). In this case, a copy of the collegial conclusion of the ShPMPk is given to the parents (legal representatives) in their hands or sent by mail; Copies of the experts' conclusions are sent only by mail or accompanied by a representative of the ShPMPk.

The frequency of the consultations is determined by the real request for a comprehensive, comprehensive discussion of problems related to education

children with special needs... Planned consultations are held at least once every 2 months (a quarter).

Specialists of ShPMPk perform work within the framework of the main working hours, drawing up a work plan in accordance with a real request for the implementation of psychological, pedagogical and medical and social support for children with developmental problems. Specialists may be provided with an additional payment for an increase in the volume of work, the amount of which, in accordance with Articles 32 and 54 of the Law of the Russian Federation "On Education", is determined by the educational institution independently.

The council works in cooperation with municipal and regional psychological, medical and pedagogical commissions and educational institutions for children in need of psychological, pedagogical and medical

social assistance (PPMS centers).

The following documentation is maintained by the experts of the council:

° journal of recording and registering children in need of psychological, pedagogical and

° maps of the development of children;

° minutes of meetings of the council;

° analytical materials.

Obligations and rights of members of ShPMPk

ShPMPk specialists have the right to:

° make proposals to the administration of the educational institution to ensure the prevention of physical, intellectual and emotional

overloads and disruptions, the organization of medical and recreational activities and the creation of a psychologically adequate educational environment;

° to make proposals on the work of the council and the problems discussed;

° choose and use methodological tools within the framework of their professional competence and qualifications.

ShPMPk specialists are obliged to:

° at least once every 2 months, enter information about the

changes in the child's developmental state in the process of implementing the recommendations;

° be guided in their activities by professional, ethical principles, moral norms; maintain the confidentiality of information, the inadequate use of which may damage the health, psychological state of the child and his family;

° to protect by all legal means at any professional, public and state level the rights and interests of children and their parents (legal representatives).

The goal of the psychological and pedagogical support of a child with disabilities in the educational process is the assimilation of appropriate general education programs, correction of deviations in development, social adaptation, psychological development of students in the psychological and pedagogical conditions specially created in an educational institution.

Tasks of psychological and pedagogical support for students with disabilities:

    Tracking the characteristics of the psychological development of the child.

    Creation of conditions for the full development of students within the framework of their age and individual capabilities.

    Creature special conditions to help children with learning difficulties and developmental problems.

The PMPK is entrusted with the tasks of escorting and building educational route for a child with disabilities. PMPC is responsible for providing diagnostic and correctional, psychological, pedagogical and medical and social support for students, pupils with disabilities, including those in a state of decompensation, based on the real capabilities of the educational institution and in accordance with special educational needs, age and individual characteristics, condition somatic and neuropsychic health of students, pupils.

Thus, in the creation of IOS, a significant role is played by the system of activities of PMPK specialists, the integration of their professional knowledge, productive joint work with children with disabilities, their parents, teaching staff educational institution. Of particular importance is not the sum of the multidirectional influences of different specialists, but a single complex effect on a child with disabilities in the system of interprofessional relations at all stages pMPK work in an educational institution.

Conducting a meeting of the PMP council

At the council, generalized analytical materials of the examination of each specialist (teacher, educational psychologist, speech therapist, medical worker) are discussed. In these materials, information about the child and his family is put on in forms that do not violate their rights to confidentiality, and are formulated in an accessible and understandable language for the teacher and the doctor. The order in which the information is presented is not critical. First of all, the specialist who sent the child to the consultation is heard. If all participants refer this child or a teenager as one of the most problematic, it is more correct to start the discussion with a teacher who gives an “external” pattern of behavior, the availability of opportunities for his learning, and the peculiarities of his adaptation. The exchange of information between the participants and the mutual answer to questions serves as the basis for filling out the first important column of the conclusion of the council, concerning the description of the current psychological, medical and pedagogical state of the student.

The work of the council ends with the completion of the final document - the conclusion of the council, which provides answers to the following questions.

    What is the psychological, pedagogical and medical status of the student at the time of the examination?

    What features and problems characterized the development of the student as a whole at the time of the survey?

    In what forms and in what time frame will the psychologist, the school physician and the class teacher participate in the accompaniment of the student?

    Is it envisaged and what in terms of content is the consultative work of the participants of the consultation with the teaching staff or individual teachers, the parents of the student and the school administration?

Answers to all the above questions presuppose the establishment of a deadline for the performance of a particular job, a specific person in charge and forms of control. Any specialist of the council can be responsible, but most often it becomes a school psychologist or social teacher. Its functions include keeping a map of the student's development, tracking the stages of support, initiating a re-discussion of this child at meeting of the PMPC in order to summarize the work done and discuss further steps.

Special attention the responsibility of the PMPK specialists should be made when filling out the documentation. Representations and conclusions must be drawn up objectively and competently. Incorrectly written representations and conclusions can lead to legal proceedings between the school and the child's parents. The main disadvantages in drawing up views and conclusions can be:

    incomplete or distorted reflection of the development situation;

    illiterate use of special terminology;

    lack of analysis and generalization of the problem;

    unnecessarily detailed information containing unnecessary details that violate confidentiality;

    absence or forgery of signatures of responsible persons.

At the meeting of the council, a protocol is kept, reflecting the brief statements of the participants during the discussion of the final decision on each individual case, the persons responsible for the implementation of the assigned recommendations are noted.

In the process of discussing the individual strategy for accompanying the child at the council, the optimal situation of interaction between the child and school system in each case. For some students, it may be necessary to change the system of educational or regulatory requirements, that is, to "adapt" the environment to them. In other cases - to work with the student himself in terms of the formation of certain social skills, correction of the established techniques learning activities or ways of communication, i.e. "Adapt" the student to the school environment. During the consultation, the solution to any task of support is clothed in specific areas of activity, activities, psychological and pedagogical technologies. It is only important that all members of the council understand the need to address all emerging issues in order to create favorable conditions for the learning and development of school students.

Individual educational programs for children with disabilities are developed by specialists from the PMPK educational institutions with the participation of parents and in accordance with the needs and requirements of children in order to achieve their success in the educational process.

IOS is formed corporately, by a team of like-minded people. The activities of the psychological, medical and pedagogical council in an educational institution

Creating real conditions that provide children with disabilities with the entire spectrum educational services (various in form and content, correctional and developmental, medical and recreational, socio-psychological and other rehabilitation measures), is becoming a priority in the field of education. In this regard, the number of educational institutions that provide comprehensive psychological, pedagogical and medical and social support for children and provide comprehensive assistance to their parents is increasing.

At the same time, under the accompaniment is understood not just the sum of various methods of correctional and developmental, preventive, protective, legal, rehabilitation and health-improving work with children, but namely the complex activities of specialists aimed at solving the problems of development, education, upbringing, socialization of minors.

The quality of support is determined by its basic principles: complexity, continuity, interdisciplinarity, priority of the child's interests, as well as the so-called team approach, coordinated work of specialists of different profiles.

One of the forms of interaction of OS specialists is psychological, medical and pedagogical council (PMPk), which is composed of psychologists, speech therapists, defectologists, teachers, social educators and medical specialists, uniting for the purpose of psychological, medical and pedagogical support of students and pupils with developmental disabilities, based on the real possibilities of educational institutions and in accordance with special educational needs, age and individual features, state of somatic and neuropsychic health of children.

The activities of the psychological, medical and pedagogical council of the educational institution are carried out in accordance with the law of the Russian Federation "On Education", the Letter of the Ministry of Education of the Russian Federation of 03/27/2000. No. 27 / 901-6 "On the psychological, medical and pedagogical council (PMPk) of an educational institution" (see APPENDIX 1), by the letter of the Main Directorate of Education of the Samara Region No. 1515 dated 22.07.98 "On the content of the activity of a teacher-psychologist in educational institution ", as well as the Regulations on the PMPC of a particular educational institution, which reflects the specifics of its activities, the Agreement between the educational institution and the parents (legal representatives) of the student, pupil, the Agreement between the PMPC and the regional psychological, medical and pedagogical consultation (PMPC) (see APPENDIX 1).

The regulation on the PMPK is approved at a meeting of the collegial body of the MA, indicating in the minutes of the meeting the item on its consideration and the date.

The Consilium carries out its activities in cooperation with the medical, speech therapy and psychological services of the educational institution, methodological associations of specialists, the educational council of the educational institution and all links of the educational process. The Psychological, Medical and Pedagogical Council advises all participants in the educational process - students, pupils, parents, teachers - on prevention, treatment, as well as the organization of assistance and pedagogical support for children, prepares documents for the IPC or city PMPK in case unclear diagnosis or in the absence of positive dynamics in the development and upbringing of the child.

Areas of work of the Consilium

The activities of the psychological and pedagogical council are carried out in the following directions:

    organizing and conducting a comprehensive study of the personality of a "special" child using diagnostic methods of psychological, pedagogical, clinical examination; identification of the level and characteristics of the development of cognitive activity, memory, attention, working capacity, emotional and personal maturity, the level of development of pupils' speech; identification of the child's reserve capabilities, development of recommendations for educators (teachers) and other specialists to ensure an individual approach in the process of education and upbringing; selection of differentiated pedagogical conditions, necessary for the correction of developmental deficiencies and for the organization of the correctional and developmental process; selection of educational programs that are optimal for the development of a child, corresponding to his readiness for learning, depending on his state of health, individual characteristics of his development, adaptability to the immediate environment; development of collective substantiated recommendations on the main directions of correction and development work; ensuring the correctional orientation of the educational process; formation of an adequate assessment of the problems of children in teachers; advisory assistance to the family in matters of correctional and developmental education and training; social protection of the child in cases of unfavorable living conditions; prevention of physical, intellectual and psychological overload, emotional breakdowns, organization of medical and recreational activities to protect and strengthen the somatic and neuropsychiatric health of children,
AT tasks of the Council also includes:
    approval and agreement of work plans of various specialists, development of a unified work plan of the educational institution (DOE); determination of ways of integrating children into classes (groups) working according to basic educational programs, with positive dynamics and compensation for developmental deficiencies.

The main pMPK functions are diagnostic and methodical (consulting).

Diagnostic function assumes timely (from the first days of a child's stay in an educational institution) diagnosis of developmental deviations, as well as identification of reserve development opportunities for a student (pupil) with special needs. In addition, the PMPK monitors the dynamics of the development of children with disabilities throughout the school year, carrying out intermediate and final diagnostics. In the activities of the Council, it is not so much the qualification of the child's condition that is important, but the determination of the main directions, forms and terms of the correctional and developmental process.

Methodical (consulting) function associated with the provision of advice to teachers and parents on the organization of the educational process, taking into account the structure of the child's defect and the dynamics of his individual development.

The tasks of a psychologist, speech therapist, defectologist include not only the development of general recommendations for teachers, but also their adaptation to the working conditions in the lesson (lesson) in an integrated class (group). Psychological service specialists train teachers and parents in order to master them defectological knowledge and special pedagogical technologies that will provide an opportunity for qualified education of children with developmental disabilities.

Consilium composition

For effective and competent work, the Council should unite the carriers of psychological, pedagogical, parental, medical, legal culture. PMPk is created from among the employees of the institution, as well as specialists involved on a contractual basis by decision of the administration of the educational institution. The composition of the Consulate is flexible enough, it includes permanent and temporary members, the possibility of participation of which should be taken into account in the regulation on the PMPK. Permanent members of the Consilium are present at each meeting, participate in its preparation, and subsequent control over the implementation of recommendations. In the composition of the Consilium by order of the head (director) of the institution introduced deputy headfor an educational institution for teaching and educational work (chairman of the Council), speech therapists, teachers - defectologists, educational psychologist, social educator,pediatrician (neuropathologist, psychiatrist), nurse, teachers / educators /,having experience in corrective work, inspector of the department for the prevention of juvenile delinquency (ODPN), an employee of the "Family" service,cited specialists. The activities of the Consilium are managed by the deputy head of the educational institution for teaching and educational work (deputy head), which guarantees the status of the Council, gives its recommendations a prescriptive character and ensures that all the necessary teaching and educational forces and means of the educational institution are connected to the implementation of the decisions of the Consilium. The head of the Council carries out general management of the correctional and pedagogical work of the collective, the continuity in the work of teachers-defectologists, teachers (educators), speech therapist, psychologist, family and school; organizes a review and systematic discussion of the effectiveness of the work of the Council. PMPK Chairmaninforms parents (legal representatives) and specialists of the PMPk about the need to discuss the problem of the child and organizes the preparation and holding of the PMPk meeting. The head is responsible for general issues of organizing meetings: ensures their regularity, forms the composition of the members of the Council for the next meeting, the composition of children and parents invited to the meeting, he also coordinates the relations of the Council with other links of the educational process, organizes control over the implementation recommendations of the Council; can direct the meetings of the Council. Doctor (nurse)informs about the state of health of the child, his capabilities; on the recommendation of the Council, provides his referral for consultation with specialists (neuropsychiatrist, child psychiatrist, ophthalmologist, otolaryngologist, etc.). Organization of the Council

The work of the Consilium is planned for one academic year. The frequency of the meetings of the PMPK is determined by the real request of the educational institution for a comprehensive consideration of the problems of children with developmental disabilities.

Unscheduled PMPK meetings are held throughout the year at the request of specialists or parents in case of negative dynamics of the child's learning and development, as well as when children with special educational needs enter the educational institution in the middle of the school year. The organization of meetings is carried out in two stages. On the firstvom, preparatory, stage the collection of preliminary diagnostic data is carried out, which will be specified and differentiated at the meeting. At the second, main stage a meeting of the Concilium is held, to which the child and his parents are invited. When preparing the meeting, it is important to correctly distribute the main roles: the organizational leader of the Council, whose duties include opening the Council, creating conditions for the exchange of views, for interaction and full-fledged communication of all participants in the meeting, to summarize the opinions and proposals on raising the child ; and leading directly diagnostic examination of children and interviews with parents. It is not advisable to rigidly fix these duties for any member of the Consilium. It depends on the capabilities of the specialists included in the Consilium. Procedural scheme of the meeting includes:
    organizing time; interview with parents; an interview with a child; hearing characteristics, views (opinions) of specialists, their addition based on the results of a diagnostic interview; setting a pedagogical diagnosis; exchange of views and proposals for the correction of development; development of recommendations.
PMPK specialists relying on knowledge age characteristics, spend dynamic observation and examinationchildren in order to identify gaps in previous development, their nature and causes, they study the social situation of the child's development, the conditions that are created for him in the family. The examination of the child by PMPK specialists is carried out at the initiative of the parents (legal representatives) or employees of the educational institution with the consent of the parents (legal representatives) on the basis of the Agreement between the educational institution and the parents (legal representatives) of the student, pupil. Based on the diagnostic data, the members of the Consilium prepare medical, psychological, logopedic and pedagogical for the meeting of the PMPK submissions (conclusions) per child:

The teacher and teacher-defectologist, on the basis of observations, make up a pedagogical representation that reflects the problems and difficulties that arise in the child in the process of learning and his interaction with peers;

Features of the organization of the school

psychological, medical and pedagogical council

Each teacher strives to help children study well, make the learning process productive and interesting, but recently more and more children come to school who begin to experience difficulties in learning from the very first days. Therefore, at present, obviously, no one will argue that the school psychological, medical and pedagogical council (PMPk) is the most valuable tool that allows you to compose your own educational route for each student, to choose the best option for an individual approach.

In our school PMPK has been working for several years and has a well-organized structure. When building work school council we understand that a psychological, medical and pedagogical council is a permanently operating, coordinated, united by common goals, a team of specialists that implements one or another strategy for accompanying a child in an educational institution.

The school council has a goal and a number of tasks that are aimed at providing psychological, medical and pedagogical support for children with developmental disabilities, based on the real possibilities of the educational institution and in accordance with special educational needs, age and individual characteristics of students.

The activities of the council are determined by regulatory documents of different levels. The PMPK of an educational institution operates on the basis of the Regulation of the Ministry of Education of the Russian Federation (order No. 27 / 901-6 of March 27, 2000). This regulatory document defines all the parameters, the mode of operation and the necessary documentation for the activities of the PMPK. The OU council is created by order of the head. The work of the specialists of the PPMS support is regulated by the regulation on the PMPk. Also, the PMPK in its activities is guided by the Charter of the MA, the agreement between the MA and the parents of the child and the agreement between the council and the territorial PMPK, an agreement on non-disclosure of personal data.

It is important to note that the psychological and pedagogical council is held:

  • according to the work plan;
  • based on the results of the examination of all escort specialists (psychological, speech therapy and pedagogical diagnostics, medical examination);
  • at the request of the teacher;
  • at the request of specialists;
  • at the request of a social educator;
  • at the request of a school health worker;
  • at the request of parents of students.

The object of discussion at the council can be: a parallel of classes, a separate class, a group of students or an individual student.

PMPK is divided into planned and unscheduled and is conducted under the leadership of the chairman. The work of the council ends with the adoption of a collegial decision and the writing of a final document - a protocol, which fixes the final collegial conclusion based on the results of the PMPC with recommendations for the provision of psychological, pedagogical and medical and social assistance to the child.

The composition of the council is quite flexible, it includes permanent and temporary members, the possibility of participation of which should be taken into account in the regulation on the PMPK. Permanent members of the consilium are present at each meeting, participate in its preparation, and subsequent control over the implementation of recommendations. According to the Regulation on the PMPk, the participants of the council of our school are:

Visiting subject teachers;

School paramedic.

The necessary information from subject teachers can come to the council through the class teacher and partially - by the teacher-psychologist. Submission of data for the consultation should be carried outaccording to the approved forms. These forms are filled out for those students whose problems are brought up for discussion at the council in preparation for its meeting.

Each child's problems are discussed separately. It is most convenient to group the discussions at the council not by class, but by the degree of proximity of the problems. This allows you to significantly speed up the process of discussion and decision-making. Based on the results of the discussion of each case, a joint decision is made, in which specific steps are outlined to provide assistance or collect additional information, executors and terms are determined.

Let us consider in more detail what information each participant of the school psychological, medical and pedagogical council provides.

The educational psychologist provides information to the consultation, which includes the results of his own observations; the results of expert interviews of teachers and parents of schoolchildren, the results of a diagnostic examination of schoolchildren.

The class teacher presents to the council the results of his observations and conversations with subject teachers; pedagogical characteristics learning activities and behavior of specific students.

When characterizing the student, the class teacher dwells on those indicators that contain information important for the work of the council.

The teacher-speech therapist, in his presentation at the council, reflects the peculiarities of the child's speech development; the possibility of its correction and forecast.

The healthcare professional provides information about the health status and physical features schoolchildren.

The social educator assumes the organizational responsibilities associated with the consultation. He helps class teachers in the implementation of the decisions of the council, resolves issues that relate to direct work with the family.

Each PMPk specialist draws up a conclusion based on the data of the corresponding survey and develops recommendations for teachers, parents and other support service specialists.

For the full-fledged work of the PMPK, the school maintains documentation that allows you to track all stages of the council's work:

  • order to create a PMPK for the academic year;
  • the work plan of the PMPK for the academic year;
  • agreements on interaction with psychological and medical
    the pedagogical commission (territorial PMPK) and parents;
  • register of children at the PMPk;
  • journal of registration of opinions and recommendations of specialists and collegial opinions and recommendations of the PMPK;
  • map (folder) of the student's development;
  • follow-up diary.

Let us consider in more detail the course of the council to discuss the problems of a particular student. This course is traditional for our school and is organized on the basis of the main work of the school PMPk with children who have limited opportunities health.

The work of the council begins with a preliminary collection of information.At this stage, primary information about the student is collected. A meeting of specialists with the teacher and the child's parents takes place to draw up a general picture of his educational activities in the classroom, a medical history is studied. Observations are carried out over the student in the classroom and at breaks in order to collect information about the features of his behavior, the degree of involvement in studying proccess, the level of concentration on tasks, the level of performance, the presence of exhaustion.

The next stage is the initial examination by the experts of the council.The main one at this stage is the multilevel diagnostics of students by specialists in order to determine the level of the child's development. Based on the diagnostic results, each specialist fills out an individual conclusion, recommendations for the student.

At the next stage, information is exchanged, which serves as the basis for making a collegial decision. Here, specialists develop common ideas about the characteristics of a child's development, determine a general forecast for further development.

Coordination of the activities of the specialists of the PPMS to support the next stage of the PMPk. An individual educational route is developed here and an accompanying person is appointed. This is, first of all, the class teacher of the class in which the child is studying, but another specialist may be appointed who conducts correctional and developmental training or extracurricular correctional work. The work of this stage ends with the adoption of a collegial decision and the writing of a final document - a protocol, which fixes the final collegial conclusion based on the results of the PMPK with recommendations for the provision of psychological, pedagogical and medical and social assistance to the child and drawing up an individual educational route (IOM).

The next stage is the longest. This is an IOM implementation.

The final stage is monitoring. General analysis We carry out the IOM implementation at the final meeting of the PMPC at the end of the academic year. Each specialist of the PPMS support conducts the final monitoring in his direction and collectively at the meeting of the council a decision is made on further work to accompany the student. The goal, objectives and directions for the new academic year are determined.

Based on the analysis of the real situation of psychological, medical and pedagogical support and in order to provide comprehensive specialized assistance to children and adolescents with developmental disabilities and / or states of decompensation in an educational institution, the Ministry of Education of the Russian Federation recommends:

- Bring to the attention of the heads of educational institutions the following guidelines:

1. PMPk is one of the forms of interaction between specialists of an educational institution, uniting for psychological, medical and pedagogical support of students, pupils with developmental disabilities and / or states of decompensation.

2. PMPK can be created on the basis of an educational institution of any type and type, regardless of the organizational and legal form, by order of the head of the educational institution in the presence of appropriate specialists.

3. The general management of the PMPK is entrusted to the head of the educational institution.

5. 6. The purpose of the PMPC is to provide diagnostic and correctional psychological, medical and pedagogical support of students, pupils with developmental disabilities and / or states of decompensation, based on the real capabilities of the educational institution and in accordance with special educational needs, age and individual characteristics, the state of the somatic and neuropsychic health of students, pupils.

7. The tasks of the PMPK educational institution are:

- identification and early (from the first days of a child's stay in an educational institution) diagnosis of developmental abnormalities and / or states of decompensation;

- prevention of physical, intellectual and emotional-personal overload and breakdowns;

- identification of reserve development opportunities;

- determination of the nature, duration and effectiveness of special (corrective) assistance within the framework of the possibilities available in this educational institution;

- preparation and maintenance of documentation reflecting the actual development of the child, the dynamics of his condition, the level of school success.

8. The specialists included in the PMPK perform work within the main working hours, making individual plan work in accordance with a real request for examination of children with developmental disabilities and / or states of decompensation. Specialists may be charged for an increase in the amount of work, the amount of which, in accordance with Art. Art. 32 and 54 of the Law of the Russian Federation "On Education" is determined by the educational institution independently. To this end, the necessary allocations for remuneration of specialists for work in the PMPK should be planned in advance.

9. Examination of the child by PMPK specialists is carried out at the initiative of the parents (legal representatives) or employees of the educational institution with the consent of the parents (legal representatives) on the basis of an agreement between the educational institution and the parents (legal representatives) of students, pupils. A medical worker representing the interests of the child in an educational institution, if indicated and with the consent of the parents (legal representatives), sends the child to the children's clinic.

10. The examination is carried out by each PMPC specialist individually, taking into account the actual age-related psychophysical load on the child.

11. Based on the survey data, each specialist draws up a conclusion and develops recommendations.

12. At the meeting of the PMPk, the results of the examination of the child by each specialist are discussed, a collegial conclusion of PMPk.

13. Changes in the conditions for obtaining education (within the framework of the opportunities available in this educational institution) is carried out at the conclusion of the PMPK and the application of the parents (legal representatives).

14. In the absence in this educational institution of conditions adequate to the individual characteristics of the child, as well as in the need for in-depth diagnostics and / or resolution of conflict and controversial issues, the PMPK specialists recommend that parents (legal representatives) contact the Psychological, Medical and Pedagogical Commission (PMPK).

15. Meetings of the PMPK are subdivided into scheduled and unscheduled and are held under the leadership of the chairman.

16. The frequency of the PMPK is determined by the real request of the educational institution for a comprehensive, comprehensive discussion of the problems of children with developmental disabilities and / or states of decompensation; scheduled PMPK are carried out at least once a quarter.

17. The chairman of the PMPC informs the parents (legal representatives) and specialists of the PMPC about the need to discuss the child's problem and organizes the preparation and holding of the PMPC meeting.

18. For the period of preparation for the PMPK and the subsequent implementation of the recommendations, the child is assigned a leading specialist: a teacher and / or class teacher, a preschool teacher or another specialist who conducts correctional and developmental training or extracurricular special (correction) work. The leading specialist monitors the dynamics of the child's development and the effectiveness of the assistance provided to him and comes out with the initiative of repeated discussions at the PMPK.

19. At the meeting of the PMPK, the leading specialist, as well as all specialists who participated in the survey and / or correctional work with the child, present conclusions on the child and recommendations. The collegial conclusion of the PMPK contains a generalized description of the structure of the child's psychophysical development (without specifying the diagnosis) and a program of special (corrective) assistance, summarizing the recommendations of specialists; signed by the chairman and all members of the PMPK.

20. The conclusions of specialists, the collegial conclusion of the PMPK are brought to the attention of the parents (legal representatives) in an understandable form, the proposed recommendations are implemented only with their consent.

21. When a child is sent to the PMPK, a copy of the collegiate opinion of the PMPK is handed out to the parents (legal representatives) or sent by mail, copies of the opinions of specialists are sent only by mail or accompanied pMPK representative... The opinions of specialists or the collegiate opinion of the PMPK can be sent to other institutions and organizations only upon an official request.

2. To inform the PMPK of the appropriate level:

On the number of children in an educational institution in need of specialized psychological, medical and pedagogical assistance;

On the nature of deviations in the development of children receiving specialized psychological, medical and pedagogical assistance within the framework of this educational institution;

1. Conduct timely free examination of children and adolescents with developmental disabilities direction PMPk an educational institution geographically related to this PMPK, with the subsequent informing the PMPK about the results of the survey.

2. Provide methodological assistance, ensure the exchange of experience between specialists of psychological, medical and pedagogical councils of educational institutions geographically related to this PMPK.

3. To carry out dynamic control over the effectiveness of the implementation of the recommendations in relation to children who have passed the examination at PMPC, if necessary, make adjustments to the recommendations.

4. Inform parents about all the opportunities available in the country to provide the child with psychological, medical and pedagogical assistance (based on the databases available in the Russian Federation) in accordance with the identified developmental deviations and the individual characteristics of the child.
