IV. Requirements for the premises of the duty units of the internal affairs bodies.

59. The room accommodates assistants to the operational duty officer on "02" and radio operators, who are provided with visual communication through the glazed partitions. 61. The place of work of the radio operator is allowed to be placed in the hall (room) of the operational duty officer behind glass partitions or screens.

Communication room

62. 64. Room for storing weapons, ammunition and special equipment

65. For the storage of weapons, ammunition and special equipment in the units, a separate room (room) is allocated. 68. 69. When storing submachine guns and light machine guns, the magazines must be separated, the triggers released from the combat platoon, the translators must be locked. The bayonet knives of the machine guns are stored in special sockets or on hooks in the cabinet where the machines are kept.

Stores are kept unloaded in the same cabinet with weapons. An individual kit (spare parts, tools and accessories) for this weapon is also stored there.

70. Ammunition in the subdivision is stored separately from weapons in lockable metal cabinets or caskets, which are sealed with the seal of the person in charge of weapons and are handed over to the duty officer under guard.

Pistol and submachine gun cartridges of the combat kit intended for service must be of the same year of manufacture and factory. They are stored in specially made pads, in metal cabinets: for machine guns - separately from other cartridges and weapons, for pistols - along with weapons.

On the blocks, labels are glued with the serial number of the socket (cell) and the number of the weapon of the person to whom the cartridges and weapons are assigned.

71. Special items "Bird cherry", explosives and explosives are stored separately from all types of ammunition in sealed metal cabinets or boxes.

72. The CWC also houses metal cabinets for storing: confiscated, voluntarily surrendered and found weapons;

weapons recognized as material evidence; weapons accepted for temporary preservation.

73. In the CWC and the places where weapons, ammunition are stored (metal cabinets), inventories of the property and weapons stored in them are posted. In addition, lists with the names of the persons to whom the weapons in the given storage location are assigned, their names and numbers are posted in metal cabinets.

74. If there are persons in the subdivision for whom a weapon with the right to carry permanently is assigned by the order of the head of the internal affairs body, then an approved list of these persons or an extract from the order indicating the names, initials of these persons, their duties is posted in one of the storage locations the name and numbers of the weapons assigned to them.

75. On each cabinet and box in the CWC, a label is stuck indicating the number of the cabinet, box, seals with which they are sealed and the names of the responsible persons.

76. A board with official documentation is posted in the CWC, on which are placed:

instructions for the operational duty officer and person in charge of armaments for receiving, issuing, ensuring the safety of weapons, which is approved by the head of the ATS (ATS unit);

a list of employees indicating the name and numbers of the weapons assigned to them and the places of their storage;

samples of filling out documents for accounting for weapons, ammunition and special means;

samples of impressions of the seals of operational duty officers, the person responsible for weapons;

inventory of property in the CWC.

Weapon cleaning room

77. The weapons cleaning room is located adjacent to the CWC. The entrance to the room for cleaning weapons is provided from the corridor of the duty section or the lobby. The door to the room is upholstered in sheet steel and equipped with a secure lock.

78. In the weapons cleaning room, tables with bullet traps, a lockable metal box for collecting oily rags, a grease tank equipped with a collapsible crane, fire extinguishers, posters on the material of weapons are installed.

79. In the room for cleaning weapons, the device of window openings in the outer walls is not allowed.

80. The inner walls of the weapons cleaning room should be made of bricks with a thickness of at least 380 mm.

81. The room for cleaning weapons is equipped with forced ventilation.

Room for storing security equipment, communications, operational and forensic equipment

82. In the duty units of the internal affairs bodies for the storage of means of protection and communication, operational and forensic equipment, it is necessary to provide a separate room, which is equipped with forced ventilation.

83. In the duty units of departments (departments) of internal affairs of cities, districts, other municipalities, departments (departments) of militia, linear departments (divisions, departments) of internal affairs in transport, departments (departments, departments) of internal affairs of closed administrative-territorial formations , at especially important and sensitive facilities, a room for storing protection and communication equipment, operational and forensic equipment is located adjacent to the hall (room) of the operational duty officer. on the organization of the activities of the duty units of the system of internal affairs bodies of the Russian Federation

I. GENERAL PROVISIONS

1. The duty unit of the Ministry of Internal Affairs of Russia, the duty units of the main departments, departments of the Ministry of Internal Affairs of Russia, the main departments of the Ministry of Internal Affairs of Russia for federal districts, the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate of the constituent entities of the Russian Federation, the Internal Affairs Directorate, the Internal Affairs Directorate (OVD) of the GUVDRO SOB of the Ministry of Internal Affairs of Russia perform the duties assigned to them to collect information and response to complications of the situation, manage the forces and means involved in the plan for the integrated use of forces and means of the militia in the protection of public order (uniform deployment), through the units on duty under their direct subordination.

The duty units of the internal affairs bodies report on the operational situation and its changes to the duty units of the higher internal affairs bodies, which send information to the duty unit of the Ministry of Internal Affairs of Russia in accordance with the list of such information approved in the established manner and the procedure for collecting and submitting it.

3. The duty units of the internal affairs bodies are provided with the necessary premises. Their number and the requirements for equipment are determined in accordance with the Model List of Premises and Equipment of the Duty Unit (Appendix No. 1).

4. The duty units of the internal affairs bodies in their activities are guided by the Constitution of the Russian Federation, international treaties of the Russian Federation, principles and norms of international law, federal constitutional laws, federal laws, other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the constituent entities of the Russian Federation, regulatory legal acts of the Ministry of Internal Affairs of Russia and this Manual.


5. The duty unit of the internal affairs body provides:

continuous round-the-clock collection, processing and transmission of information about the operational situation;

reception, registration of applications, reports of crimes, administrative offenses, emergencies and incidents received by the duty department, as well as timely response to them;

continuous management of the forces and means of the internal affairs body, immediate action to solve crimes in hot pursuit;

urgent organization of actions to ensure public order, liquidate the consequences of natural disasters and other emergencies and incidents;

organization of proceedings with citizens, including those arrested and delivered;

control, within the limits of its competence, over the observance of the established procedure for keeping, escorting detained and detained persons;

the safety of official documents, weapons, ammunition, special means, operational and forensic equipment, communication equipment and other entrusted property;

reception and safety of confiscated, voluntarily surrendered, found weapons and ammunition, as well as items and things the belonging of which has not been established;

control over the state of protection of premises, defense of the building of the internal affairs body and the adjacent territory, its fire safety and sanitary condition;

transmission to the subordinate internal affairs bodies of special signals about the introduction of readiness levels and notification of personnel on them.

6. The head of the internal affairs body bears personal responsibility for the work of the duty unit. The general management of the activities of the units on duty is carried out by the headquarters of the internal affairs bodies.

10. All information on offenses, emergencies and incidents received by the duty units of the internal affairs bodies is reflected in the main working documents: the Book of records of statements and reports of crimes [hereinafter - "KUZ and SP"], the Journal of accounting of information received by the internal affairs body by phone, telegraph, in the form of alarm devices and other signals about incidents [hereinafter referred to as “ZhUI”.], Notebooks for records of the operational duty officer, the presence of which in the duty units of the internal affairs bodies is mandatory [In the presence of personal computers, parallel maintaining an electronic version of the records with subsequent saving and printing of the necessary information.].

II. ORGANIZATION OF WORK OF THE DEPARTMENT

12. The tasks assigned to the duty unit are performed by the duty shift, the composition of which is determined in accordance with the standard staffing tables of duty units approved in accordance with the established procedure.

15. The work of the duty unit is organized by its chief. He is obliged:

15.8. Resolve in the prescribed manner the issues of providing the duty unit with documentation, weapons, means of protection, communications, operational, electronic computing and forensic equipment, vehicles, other property, in accordance with the staff and personnel status, control the correctness and expediency of their use, the timeliness of the material and technical equipment of the duty officer parts.

15.9. Exercise control over the correctness of keeping journals, card files and other service documentation.

16. In the internal affairs bodies, in which the staffing table does not provide for the position of the chief of the duty unit, the responsibilities for organizing its activities are assigned directly to the chief of staff.

17.6. The premises of the duty station in an appropriate sanitary condition.

18. In the internal affairs bodies, where there is a temporary detention center for suspects and accused [hereinafter - "IVS"] and there are no staff on duty at the IVS, the senior of the incoming shift together with the senior of the transferring shift are obliged to:

18.1. Check the security status of the IVS, carefully inspect the cameras and other premises of the IVS, make sure that the equipment, communication and fire extinguishing facilities, and alarms are in good working order.

18.2. Conduct an examination of arrested and detained persons, verify the presence of detainees and detainees with the list on them and carry out their search.

18.3. Check the availability and correctness of the registration of materials for the persons held in the IVS, and the observance of the procedural terms of their content.

18.4. Organize under the protection of the incoming and changing outfits. in-cell withdrawal of detainees and persons in custody to the toilet in the absence of sanitary facilities in the cells.

In the Ministry of Internal Affairs, the Central Internal Affairs Directorate, the Internal Affairs Directorate, by decision of the Minister of Internal Affairs, the Chief of the Central Internal Affairs Directorate, the Internal Affairs Directorate, the change of duty squads may be entrusted to the chief of staff or his deputy.

21 Employees of the duty unit are on duty in their daily routine, and on holidays - in the uniform established for these cases. They are required to have with them their service IDs, tokens with personal numbers, as well as a personal card, in accordance with the model of the personal card of the operational duty officer (Appendix No. 5).

28. The work of the duty shift and each employee of the duty shift is assessed in accordance with his functional responsibilities in the following main areas:

the strictest observance of the legality and validity of decisions made based on the results of the proceedings with those delivered and detained;

knowledge of the requirements of legislative and other regulatory legal acts of the Russian Federation, laws and other regulatory legal acts of the constituent entities of the Russian Federation, regulating the activities of internal affairs bodies, departmental legal acts, their rights and obligations, their clear implementation;

timeliness of registration of incoming messages, statements of crimes and incidents;

ensuring the established procedure for keeping detainees and persons in custody in the rooms for detainees and in the ITT (if there is no ITT officer on duty);

the culture of dealing with citizens and employees of internal affairs bodies;

Vi. RESPONSIBILITIES OF THE DUTY CHANGE (OPERATIVE DESK) TO ORGANIZE THE DISCLOSURE OF CRIMES ON HOT TRACKS DURING DUTY DAYS

34. When contacting the duty unit of the internal affairs body of citizens by phone or in person with a statement, a report about an impending, committed or committed crime (incident), regardless of the jurisdiction and place of commission, the operational duty officer must:

34.1. Find out data about the time, place and circumstances of the crime (incident), the signs of the persons who committed it, the condition of the victims, as well as about eyewitnesses and the person who reported the crime (incident).

34.2. Register an application, a message in accordance with the established procedure for receiving, registering, recording and permitting applications, messages and other information about crimes and incidents in the bodies and institutions of internal affairs.

35. Upon receipt of a statement, report of a crime (incident) that took place on the territory (transport facility) served by another body of internal affairs, the operational duty officer must:

35.1. Register the received application, report of a crime (incident) in accordance with the established procedure for receiving, registering, recording and resolving applications, messages and other information about crimes and incidents in the bodies and institutions of internal affairs.

IX. RESPONSIBILITIES OF THE DUTY CHANGE (OPERATIONAL DUTY) IN PROCEEDING WITH OFFENSES DELIVERED TO THE DEPARTMENT

44. When dealing with an offender brought to the duty unit, the duty officer is obliged to:

44.1. Find out the grounds and reason for the delivery.

44.2. To establish the identity of the delivered person, his age, physical condition [Assessing the physical state of a person brought to the duty station, an employee of the duty shift is obliged to conduct his personal examination (interview) in order to identify injuries and injuries, drug or alcohol intoxication, deviations in mental behavior or pregnancy in women].

44.3. Accept from the person who delivered the offender, a written report or a report and a protocol on an administrative offense, or a statement if the delivery was made by citizens, officials or representatives of public associations.

44.4. Draw up a protocol on the delivery of a person in accordance with the requirements of Article 27.2 of the Code of Administrative Offenses of the Russian Federation [Collected Legislation of the Russian Federation, 2002, No. 1 (part 1), Art. 1] or make an appropriate entry in the protocol on an administrative offense or in the protocol on administrative detention.

44.5. Register the fact of delivery in the Register of persons delivered to the internal affairs body.

47. Proceedings with a person brought in for committing an administrative offense are carried out, as a rule, immediately .].

48. Conducting proceedings with persons brought in for committing an administrative offense, the operational duty officer is obliged:

48.1. Find out all the data establishing the presence or absence of an administrative offense, the guilt of the person delivered and other circumstances that are important for the correct resolution of the case. In case of unjustified detention, an apology must be brought to the person brought to the internal affairs body. When establishing the presence of an administrative offense committed by the delivered person, actions are taken with him in accordance with the requirements of the Code of Administrative Offenses of the Russian Federation [hereinafter - "Code of Administrative Offenses"].

48.2. Apply to the delivered person in the cases provided for in Article 27.3 of the Administrative Code of Administrative Offenses, about which, at the request of the detained person, the relatives, the administration at the place of work (study) are notified of the place of his whereabouts as soon as possible [The administrative detention of a minor must be notified to his parents or other legal representatives], as well as a defender [As a defender, a lawyer is allowed to participate in proceedings on an administrative offense, whose powers are certified by a warrant issued by legal advice].

For a person subjected to administrative detention, in accordance with the requirements of Article 27.4 of the Administrative Code, a protocol on administrative detention is drawn up. Detainees shall be held in accordance with the established procedure in specially designated premises of the internal affairs bodies (rooms for detainees) or in special institutions created in accordance with the established procedure by the executive authorities of the subjects of the Russian Federation. These premises must meet sanitary requirements and exclude the possibility of their unauthorized abandonment.

According to Article 27.5 of the Administrative Code, the period of administrative detention is calculated from the moment the offender is brought to the duty station for drawing up an administrative protocol, and a person in a state of intoxication from the time of his sobering up, while the administrative detention of a person can last no more than three hours.

A person in respect of whom proceedings are underway in a case of an administrative offense that infringes on the established regime of the state border of the Russian Federation and the procedure for staying on the territory of the Russian Federation, on an administrative offense committed in internal sea waters, in the territorial sea, on the continental shelf, in the exclusive economic zone of the Russian Federation, or a violation of customs regulations, if necessary to establish an identity or to clarify the circumstances of an administrative offense, may be subjected to administrative detention for a period not exceeding 48 hours.

A person in respect of whom proceedings are underway in a case of an administrative offense entailing administrative arrest as one of the measures of administrative punishment may be subjected to administrative detention for a period not exceeding 48 hours.

48.3. Check the ADB for the availability of information about the offender according to the card file of persons brought to administrative responsibility for administrative offenses, as well as other card files at the place of residence of the offender, while turning special attention on information from operational reference, search and forensic records.

48.4. Carry out, if necessary, a personal search, inspection of things that are with the person delivered in accordance with the requirements of Article 27.7 of the Administrative Code, draw up a protocol or make an appropriate entry in the delivery protocol or the administrative detention protocol.

48.5. Draw up a protocol on an administrative offense in accordance with the requirements of Article 28.2 of the Administrative Code, about which to make an appropriate entry in column 10 of the Register of persons delivered to the internal affairs body.

48.6. To report materials about an administrative offense to the head of the internal affairs body for making a decision.

49. Documents and things confiscated from the delivered person, which are the instrument or the direct object of the offense, are stored in a special cabinet in the duty section along with the protocol in which the record of the withdrawal is made, the key to the cabinet is at the operational duty officer. When transferring materials about an administrative offense to the person responsible for registering them, the operational duty officer on receipt in the Register of persons delivered to the internal affairs body shall also transfer the seized things and documents, with the exception of weapons and ammunition.

50. The weapons and ammunition confiscated from the delivered are stored in a special metal cabinet sealed with the seal of the operational duty officer, until they are handed over to an employee of the internal affairs body responsible for further proceedings in the case of this administrative offense.

51. The seizure of the delivered narcotic drugs and psychotropic substances, as well as their storage and transfer shall be carried out in accordance with the established procedure for the seizure of narcotic drugs from illicit trafficking,

psychotropic substances and their precursors, tools and equipment under special control and used for the production and manufacture of narcotic drugs and psychotropic substances, as well as their accounting, storage, transfer, use and destruction.

52. If the delivered person has injuries, bodily injuries or his mental state raises doubts, as well as in case of a statement on his part about the deterioration of his health, self-harm, attempted suicide, the operational duty officer is obliged:

52.1. Call an ambulance, before the arrival of which to start providing first aid independently, ensure constant monitoring of such a person and report the incident to the head of the internal affairs body.

52.2. Find out the reasons and circumstances of injury and bodily harm by the person brought to the duty station, reflect this in the drawn up protocol, receive a statement from him, which must be registered with the KUZ and SP.

52.3. Obtain written explanations (reports) from eyewitnesses about the circumstances of the incident if the detained person inflicts bodily harm on himself and attempted suicide in the premises of the internal affairs body. Report the incident to the head of the internal affairs body.

52.4. Make a decision on the further maintenance of such a person who has committed an offense, depending on the conclusion of the medical worker and the instructions of the head of the internal affairs body.

53. In case of sudden death or suicide of a person brought to the duty unit, the duty officer must:

53.1. Call an ambulance.

53.2. Report the incident to the head of the internal affairs body and to the duty unit of the higher internal affairs body.

53. 3. Inform the prosecutor.

53.4. Take measures to preserve the situation at the scene until the arrival of the person charged with the inspection.

54. During the proceedings with a person suspected of committing a crime, the operational duty officer is obliged:

54.1. Carry out a personal search of a person suspected of committing a crime, and, if necessary, fingerprint and photograph. To draw up a protocol on the performance of a personal search, the use of technical means and the seizure of documents, valuables, money and other things in accordance with the criminal procedure legislation of the Russian Federation.

54.2. Report on the delivery of the suspect to the head of the internal affairs body and, on his instructions, transfer the materials, confiscated things, valuables and delivered to the employee of the preliminary investigation or inquiry body (criminal police officer) with a note on the transfer in the Book of Records of those delivered to the internal affairs body.

54.3. Ensure the protection of the suspect during his stay in the duty unit, excluding escape, attack on the daily squad, other employees and citizens, hiding material evidence, traces of a crime, prevent suicide, self-harm, contacts between accomplices of the crime. With the written permission of the investigator (interrogator), transfer clothing and other items to the suspect, except for items and things prohibited for storage in the IVS.

54.4. Send the suspect for detention in the IVS upon receipt of the detention protocol from the investigator, interrogator.

54.5. Organize, on a written order of the head of the internal affairs body, the delivery of a person suspected of committing a crime to the internal affairs body, and immediately notify the investigator (interrogator) who is in charge of the criminal case about his delivery.

56. In case of delivery to the duty station foreign citizenswho do not enjoy international immunity, and stateless persons, the operational duty officer conducts proceedings with them on a general basis.

If there is information about the possible involvement of a foreign citizen or a stateless person [hereinafter - "foreign citizen"] in illegal acts, as well as if a foreign citizen is delivered without documents, or with documents that contain signs of forgery, a check is carried out in the prescribed manner the specified persons through the NCB of Interpol under the Ministry of Internal Affairs of Russia.

57. In the event that a person who is in a state of drug intoxication or toxicological poisoning is delivered to the internal affairs bodies, the operational duty officer is obliged to place the person on duty delivered to a medical institution by calling an ambulance. medical care.

58. In the event that a person under the influence of alcohol is brought to the internal affairs bodies, the said person is placed by the operational duty officer in a specialized medical institution or in a medical sobering-up center, and, if they are absent in the service area, in a room for detainees. After sobering up the person delivered with him, the proceedings are conducted in the prescribed manner.

59. In the proceedings with a person suspected of driving a vehicle in a state of intoxication, the operational duty officer is obliged:

59.1. Send the delivered person for a medical examination, about which, in accordance with the requirements of Article 27.12 of the Administrative Code, draw up a protocol, a copy of which to hand over to the delivered person. The proceedings with this person are carried out in accordance with the established procedure upon receipt of an act of medical examination for the state of intoxication.

59.2. Withdraw in accordance with the requirements of Article 27.10 of the Administrative Code from the material delivered before consideration of the driver's license, about which to make an entry in the protocol on an administrative offense.

59.3. Ensure the safety of the delivered vehicle and the cargo in it. If the vehicle and the cargo in it are not instruments of committing or direct objects of an administrative offense and do not belong to the delivered person, organize a call to the owner or his representative with a power of attorney to transfer the vehicle and cargo to the latter against receipt (a copy of the power of attorney and a receipt are attached to the case file on administrative offense).

60. Upon delivery of a minor, the operational duty officer shall:

60.1. Immediately notify the parents or other legal representatives of the minor about this.

60.2. Transfer a minor to carry out the proceedings:

a) to an employee of the criminal police, body of inquiry or preliminary investigation, if the actions of a minor contain corpus delicti and he has reached the age established by law, from which criminal liability arises;

b) an employee of the juvenile affairs unit in the following cases:

the commission by a minor of a socially dangerous act or other offense before he reaches the age at which criminal or administrative responsibility occurs;

commission by a minor of antisocial acts or offenses entailing the application of measures of administrative punishment;

unauthorized departure of a minor from special educational institutions of a closed type;

neglected and homeless [Neglected - a minor whose behavior is not monitored due to non-fulfillment or improper fulfillment of responsibilities for his upbringing, education and (or) maintenance by parents or legal representatives or officials. Homeless - neglected, without a place of residence and (or) place of stay (Federal Law of June 24, 1999 N 120-FZ "On the basics of the system for the prevention of neglect and juvenile delinquency" (Collected Legislation of the Russian Federation. 1999, No. 26, Article З177 ; 2001, No. 3, Art. 216)], in need of state assistance, for their subsequent referral to specialized institutions for minors in need of social rehabilitation, or to institutions of health authorities, including:

left without parental care or other legal representatives;

lost and thrown;

those who have left their families without permission, who have left educational institutions for orphans and children left without parental care, or other children's institutions;

have no place of residence, place of stay and (or) means of subsistence;

delivering a minor with a person who has committed a crime or an administrative offense.

61. Upon delivery of a minor who is in a state of alcoholic, toxicological or drug intoxication, having injuries (bodily injuries), as well as signs of exacerbation of mental illness or deviations in behavior, the operational duty officer must:

61.1. Call an ambulance for a minor, before the arrival of which, start independently providing him with first aid.

61.2. Hand over the delivered to the officials of the healthcare facility.

61.3. Conduct proceedings with a minor who has committed a socially dangerous act or other offense, after providing him with medical assistance and in the presence of a medical report on his state of health.

62. When a minor is brought in and there are no employees of the criminal police, the bodies of inquiry or preliminary investigation, the unit for juvenile affairs, the operational duty officer, at the direction of the head of the body of internal affairs, must:

62.1. To establish data characterizing the personality of a minor, information about parents or other legal representatives.

62.2. Find out the circumstances of the commission of an offense or the discovery of a lost, thrown child.

62.3. Draw up the materials necessary to send lost, thrown children to health care institutions or specialized institutions for minors in need of social rehabilitation, and if minors commit a socially dangerous act or other offense, conduct urgent investigative and other actions in accordance with the law.

63. At the end of the proceedings, the minor is transferred to: parents or other legal representatives minor; officials of educational and educational institutions;

officials of specialized institutions for minors in need of social rehabilitation or institutions of health authorities.

An entry is made on the transfer of a minor to the specified persons in the Register of persons delivered to the internal affairs body, indicating the time of transfer and the person to whom the minor was transferred.

64. According to article 22 of the Federal Law of June 24, 1999 No. 120-FZ "On the basics of the system for the prevention of neglect and juvenile delinquency" [Collected Legislation of the Russian Federation, 1999. No. 26. Art. 3177-2001, No. 3, Art. 216] minors brought to the duty station of the internal affairs body may be placed in temporary isolation centers for juvenile offenders of the internal affairs bodies [hereinafter - "TsVINP"] in the following cases:

unauthorized departure from special educational institutions of a closed type;

committing a socially dangerous act before reaching the age at which criminal responsibility for this act occurs, in cases where it is necessary to protect their life or health or to prevent them from committing a repeated socially dangerous act, as well as in cases where their identity is not established or they are not have a place of residence, place of stay or do not live in the territory of a constituent entity of the Russian Federation where they committed a socially dangerous act;

committing an offense entailing administrative responsibility in cases where their identity is not established or they do not have a place of residence, place of stay or do not live on the territory of the subject of the Russian Federation where they committed the offense.

The basis for the placement of a minor in TsVINP is a judge's decision.

At night, on a day off or on a public holiday, or in other exceptional cases, these minors may be placed in the TsVINP on the basis of a resolution approved by the head of the internal affairs body or his deputy or operational duty officer.

X. RESPONSIBILITIES OF THE DUTY CHANGE (OPERATIONAL DUTY) TO CONTROL THE CONTENT, PROTECTION AND CONVOYMENT OF SUSPECTED AND ACCUSED OF CRIMES

65. In the internal affairs bodies, where there are no staff on duty at the ITT and in the absence of the head of the ITT in the ITS premises, the operative on duty in the established manner installs, releases or sends from the ITT, places suspects and those accused of committing crimes in cells.

66. In the internal affairs body, where there are no regular police escort units, the shift leader (operational duty officer) exercises the operational leadership of the officers appointed by the order of the head of the internal affairs body to escort the detained and arrested persons.

67. In order to ensure reliable protection of detainees and persons in custody in the IVS, the operational duty officer is obliged:

67.6. Call an ambulance (the doctor of the nearest medical institution), if the detainee or a person in custody has requested medical assistance, provide first aid before the arrival of medical workers.

XII. RESPONSIBILITIES OF THE DUTY CHANGE (OPERATIVE DUTY) ON RECEPTION AND TRANSMISSION OF SERVICE INFORMATION TO THE UNITS

72. The information of an official nature that arrives at the duty department of the internal affairs body (except for statements and reports on crimes, other incidents subject to registration in special books and journals) is entered into the Notebook for the records of the operational duty officer and is reported to the heads of the internal affairs body.

73. Upon receipt of a telegram, a telephone message, a facsogram at the duty unit of the internal affairs body, the operational duty officer is obliged:

73.1. Make a note on the front side of the original document about the date and time of receipt, certify it with your signature, and upon receipt of the facsimile, additionally indicate where the document was received from.

73.2. Register the received telegrams, telegrams in the Register of incoming telegrams, telegrams (Appendix No. 12), and the faxgrams in the Register of received and transmitted faxes of the established form.

73.3. Immediately report to the head of the internal affairs body, his deputy, about which a note is made in the corresponding columns of the Register of incoming telegrams, telegrams and to organize the implementation of the instructions received. In the absence of managers, the operational duty officer is obliged to take measures to familiarize themselves with the signature of the employees of the relevant departments or, depending on the content, transfer the telephone message (telegram) to the office department for its subsequent delivery to the executor, and, if necessary, inform the prosecutor.

74. Telegrams, faxograms about the committed crime and the search for persons who have committed this crime are stored in the duty department of the internal affairs body in a special folder. XVIII. CONTROL OF THE OPERATIONS OF THE DESK

97. Control over the activities of the duty unit is aimed at ensuring the effective implementation of the tasks assigned to the duty shift.
